Objectives

The primary objective of this tender is to procure a competent and qualified security service provider to deliver 24-hour security (guarding) services at the Umlazi Depot of the Department of Public Works and Infrastructure in KwaZulu-Natal. The service aims to ensure a safe, secure, and healthy environment by protecting departmental assets from threats such as fire, theft, and vandalism, in compliance with relevant legislation and risk management policies.

Scope

The scope of work includes:

• Provision of security guarding services at Umlazi Depot for a period of ten (10) months.
• Coverage of the entire premises, including inner and outer perimeters, office spaces, and access points.
• Implementation and monitoring of crime prevention measures.
• Control of access and egress, including visitors and vehicles.
• Patrol duties during day and night shifts, including emergency response and incident reporting.
• Management of security staff, equipment, and communication systems.

Technical Requirements

The technical requirements include:

• Deployment of security officers with valid PSIRA registration, police clearance, and knowledge of relevant security legislation.
• Provision of security aids such as radios, torches, and identification cards.
• Ensuring security officers are physically and mentally fit, and adhere to professional conduct standards.
• Use of patrol vehicles and maintaining communication equipment in working order.
• Maintaining accurate records of staff deployment, incident logs, and equipment issued.
• Compliance with Occupational Health and Safety Act and other relevant legislation.
• Adherence to minimum wage requirements as per PSIRA rates.
• Implementation of emergency procedures and site management protocols.

Skills Requirements

The skills and qualifications required for the security personnel include:

• Registration with the Private Security Industry Regulatory Authority (PSIRA).
• Valid security officer certification and police clearance.
• Knowledge of access control, surveillance, and crime prevention techniques.
• Ability to operate communication devices such as radios and mobile phones.
• Good physical health, alertness, and professional conduct.
• Training in emergency response, fire safety, and basic first aid (preferred).
• Ability to maintain detailed records and report incidents accurately.
