Objectives

The primary objective of this tender is to procure private security services to ensure a secure, safe, and healthy working environment for the Department of Public Works and Infrastructure at the Legislative Assembly in Ulundi. The service aims to protect departmental assets from risks such as fire, theft, and vandalism through the provision of 24-hour security guarding services.

Scope

The scope of work includes:

• Patrolling of premises (inner, outer perimeter, and office space)
• Access control for personnel, visitors, and vehicles
• Monitoring and implementing crime prevention measures
• Control of entry and departure of vehicles and visitors
• Reporting and recording security incidents
• Patrolling and inspection duties during day and night shifts
• Ensuring compliance with relevant security policies, legislation, and safety standards
• Provision of trained security officers with appropriate certifications
• Management and supervision of security staff, including shift handovers and reporting

Technical Requirements

The technical requirements include:

• Security officers must have valid PSIRA Grade A or B certification
• Active registration with PSIRA and relevant training at accredited centers recognized by SASSETA
• Security officers must be fluent in English and isiZulu
• Provision of security equipment such as radios, torchlights, metal detectors, and uniforms
• Provision of at least 42 security officers (including specific grades for day and night shifts)
• Security officers must have valid police clearance and adhere to legal and safety standards
• Implementation of access control measures, including vehicle and personnel screening
• Provision of incident reporting, record-keeping, and communication protocols
• Insurance coverage for security breaches and liabilities (minimum R3 million public liability insurance)
• Compliance with relevant legislation including the Private Security Industry Regulations Act and Occupational Health and Safety Act

Skills Requirements

The required skills for service providers and security personnel include:

• Qualified security officers with PSIRA Grade A or B certification
• Training in basic first aid and firefighting, with firearm competency where applicable
• Ability to communicate effectively in English and isiZulu
• Knowledge of access control, surveillance, and crime prevention techniques
• Experience in patrolling, incident reporting, and emergency response
• Competence in operating security equipment such as radios, metal detectors, and surveillance tools
• Understanding of legal and safety compliance standards relevant to security operations
• Ability to maintain confidentiality and professional conduct at all times
