Objectives

The primary objective of this tender is to facilitate the repair and upgrading of Masemola-Moloto Street (pavement) in Ward 2, Bela-Bela, using a combination of conventional and labour-intensive construction methods. The project aims to restore the structural integrity, safety, drainage, and serviceability of the existing road infrastructure while maximizing local employment opportunities, skills development, and community participation in line with the Expanded Public Works Programme (EPWP).

Scope

The scope of work includes:

• Rehabilitation and upgrading of approximately 0.6 km of internal municipal roads within Masemola Street.
• Construction activities such as excavation, subgrade preparation, kerb and channelling, segmented paving, and ancillary roadworks.
• Implementation of labour-intensive methods for specified activities, employing local labour and ensuring manual execution where required.
• Supply and installation of materials including interlocking pavers, bedding sand, base materials, kerbs, signage, and safety measures.
• Traffic management, site safety, environmental management, and community engagement during construction.

Technical Requirements

The technical requirements encompass:

• Adherence to South African standards including SANS 1200 specifications, GCC 2015, and relevant legislation such as the Occupational Health and Safety Act (Act No 85 of 1993).
• Provision of detailed construction programmes, quality assurance and control systems, and safety management plans.
• Proper planning for site access, traffic accommodation, underground service protection, and environmental mitigation measures.
• Implementation of labour-intensive construction methods in compliance with EPWP guidelines, including employment of local unskilled and semi-skilled workers.
• Provision of safety signage, fire-fighting equipment, PPE, and emergency procedures.
• Regular monitoring, inspections, audits, and reporting on health, safety, and environmental compliance.

Skills Requirements

The skills and personnel requirements include:

• Qualified and experienced project management team, including a Construction Manager registered with SACPCMP at PrCM level.
• Site agents, supervisors, and foremen with relevant NQF qualifications (Level 4-6) and experience in civil construction and labour-intensive methods.
• Health and Safety Officer registered with SACPCMP, with experience in construction safety management.
• Specialist personnel for inspection and certification of lifting equipment, scaffolding, fire-fighting systems, and underground services.
• Community Liaison Officer to facilitate community participation, labour recruitment, and training.
• Trained first aid personnel and competent operators for construction machinery and plant.
• Personnel must demonstrate competence, relevant certifications, and experience aligned with the scope of work and safety standards.
