Objectives

The primary objective of this tender is to secure a service provider for repairs and maintenance to treatment works within the Theewaterskloof Municipal Area. The work aims to ensure the proper functioning and upkeep of wastewater treatment plants and associated electrical and mechanical installations across various locations, with a contract period extending from the date of appointment until 30 September 2026.

Scope

The scope of work includes:

• Attending to repair and maintenance queries within 12 hours of lodging a complaint at the treatment works.
• Providing cost estimates for repairs and maintenance of electrical and mechanical installations at treatment works in Caledon, Greyton, Villiersdorp, Grabouw, Tesselaarsdal, and Riviersonderend.
• Labor-only services; procurement of materials to be handled by the Directorate of Community Services.
• Acting as the employer’s agent in terms of Occupational Health and Safety regulations.
• Ensuring compliance with national and international standards relevant to electrical and mechanical work.

Technical Requirements

The technical requirements specify that:

• The service provider must be registered as an Installation Electrician and Electrical Contractor, with proof of registration attached.
• The provider must hold a CIDB grading of 1 EP.
• The provider must act as a competent person under the Occupational Health and Safety Act, with relevant registration certificates.
• All work must adhere to applicable national and international standards, with approvals obtained for work plans, designs, and wayleaves.
• The provider must act as the employer’s agent in safety and compliance matters, including the management of sub-contractors.
• Pricing must include all costs, with travel fees only applicable within the municipality boundaries.

Skills Requirements

The tender stipulates that:

• The service provider must employ qualified personnel, including electricians registered as Installation Electricians and Electrical Contractors.
• Personnel must be competent and registered according to relevant regulations.
• Key personnel involved in the project should have qualifications and experience matching or exceeding those specified, with approval from the employer for replacements.
• The provider must demonstrate compliance with occupational health and safety regulations and possess the necessary certifications.
