Objectives

The primary objective of this tender is to undertake repairs and renovations at Bhisho Hospital, including architectural alterations, refurbishment, asbestos abatement, roof renewal, finishes replacement, ward upgrades, electrical and mechanical installations, external works, and socio-economic deliverables such as SMME subcontracting and EPWP training. The project aims to deliver these works within an operational hospital environment with minimal disruption, complying with all relevant legislation, standards, and contractual requirements.

Scope

The scope encompasses a comprehensive range of works including:

• Architectural alterations and refurbishment
• Asbestos removal and abatement
• Complete roof renewal, ceiling, and finishes replacement
• Upgrades to psychiatric wards with specific finishes and fixtures
• Full electrical installation, fire detection, and public address systems
• Mechanical installations including HVAC, fire water, and medical gas systems
• External works such as roadworks, stormwater, soil drainage, water reticulation, and a new bulk water storage facility
• Socio-economic components including subcontracting to SMMEs and EPWP training programs

Works are to be executed in five sections with sectional completion, ensuring minimal impact on hospital operations.

Technical Requirements

• Adherence to JBCC Edition 6.2 of 2018 contractual framework
• Compliance with all relevant national and provincial legislation, standards, and specifications
• Implementation of asbestos abatement protocols with necessary clearance certifications
• Execution of works in designated sections with specified durations and sequencing
• Provision of health and safety measures, including asbestos handling, site security, and environmental controls
• Incorporation of socio-economic deliverables, including subcontracting and training
• Use of labour-intensive methods for specified activities, employing local workers and targeted employment practices
• Provision of detailed methodology for project execution, site management, and operational protocols

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Experience in hospital construction, renovation, or similar large-scale projects, with relevant project references (minimum 3 valid references)
• Qualified and experienced key personnel, including:
• Contracts Manager (NQF Level 6 or higher)
• Site Agent (NQF Level 5 or higher)
• Foreman (NQF Level 6 or higher)
• Construction Health and Safety Officer (fully registered with SACPCMP)
• Proven competency in asbestos abatement, electrical, mechanical, and civil engineering works
• Capability to manage labour-intensive construction methods with skilled supervision and management staff trained to specified NQF levels
• Demonstrated ability to deliver projects within specified timeframes, budgets, and quality standards
• Capacity to implement socio-economic and EPWP training requirements, including targeted employment of local and vulnerable groups
• Ability to coordinate multi-disciplinary teams and external stakeholders in a hospital environment
