Objectives

The primary objective of this tender is to procure services for the repairs and renovations of the King Phalo House Office Building in Bhisho, with an emphasis on delivering quality work that meets specified standards, within the stipulated timeframe, and in compliance with relevant legislation and safety standards. The project aims to restore and upgrade the building while ensuring minimal disruption to ongoing operations, particularly the associated clinic, and to promote labour-intensive construction methods where applicable.

Scope

The scope of work includes:

• Repairs and renovations to the entire King Phalo House Office Building, including structural, internal, external finishes, and services.
• Construction of temporary works, site establishment, and access arrangements.
• Implementation of labour-intensive construction methods as specified, including activities such as hand excavation, shaping, loading, spreading, and grassing.
• Management of site restrictions, operational protocols, and safety requirements.
• Provision of site information, drawings, and bills of quantities as part of the tender documentation.
• Adherence to environmental and health and safety regulations throughout the project duration.

Technical Requirements

The technical requirements encompass:

• Compliance with the JBCC Edition 6.2 of 2018 contract and associated standards.
• Execution of works in accordance with the scope, specifications, and drawings provided.
• Use of approved and equivalent materials, with a preference for sourcing from Eastern Cape suppliers.
• Implementation of labour-intensive methods for specified activities, with adherence to the prescribed skills and competencies.
• Development and maintenance of comprehensive health and safety plans, including risk assessments, method statements, and safety files.
• Provision of adequate site management, supervision, and safety personnel, including a full-time or part-time Safety Officer as required.
• Strict adherence to environmental restrictions, operational protocols, and site restrictions.
• Proper management of temporary works, site access, and operational constraints, especially concerning the clinic operation.

Skills Requirements

The tender specifies the following skills and competency requirements:

• Supervisory and management staff must have completed relevant NQF level training:
• Team leaders/supervisors: NQF Level 2 with unit standards on Labour-Intensive Construction Systems.
• Foremen/Supervisors: NQF Level 4 with unit standards on implementing Labour-Intensive Construction Systems.
• Site Managers/Engineers: NQF Level 5 with skills in managing Labour-Intensive Construction Processes.
• All supervisory staff must have completed or be registered in relevant skills programmes aligned with the Labour-Intensive Construction Methods.
• Workers involved in labour-intensive activities must be employed from local communities, with preference given to previously unemployed persons, persons with disabilities, and targeted labour groups, in accordance with EPWP requirements.
• All personnel must have proof of relevant training, including induction, health and safety, and specific skills for their roles.
• Contractors must demonstrate capacity through prior relevant project experience, including successful completion of similar projects, and possess CIDB registration at the appropriate level.
• All subcontractors and workers must be registered with the Compensation Fund or licensed insurers, and provide proof of compliance.
