Objectives

The primary objective of this tender is to renew, reprint, and repair all informational signboards at Air Force Base Durban. The project aims to restore clear, durable, and compliant wayfinding and informational displays across the facility, ensuring operational efficiency, safety, and adherence to defence infrastructure standards.

Scope

The scope encompasses the end-to-end management of base signage, including:

• Site assessment and inventory of existing signboards
• Design and high-quality reprinting of outdated, faded, or non-compliant boards
• Structural repair, restoration, and replacement of damaged signage and supports
• Secure installation and mounting of renewed boards within the base perimeter
• Compliance with all prescribed sealing, addressing, delivery, opening, and evaluation protocols detailed in the official tender documentation

Technical Requirements

Tenderers must satisfy the following mandatory technical and administrative criteria:

• CIDB contractor grading of 1SK or higher
• Registration on the Central Supplier Database (CSD)
• Strict prohibition on employing foreign nationals for any phase of the contract
• Submission must strictly utilise the official tender documentation; emailed or late submissions will be automatically rejected
• Full compliance with all sealing, addressing, delivery, opening, and assessment procedures outlined in the complete tender package

Skills Requirements

While detailed competency matrices are provided in the full tender documents, the 1SK grading and project nature require the following core capabilities:

• Expertise in commercial signage fabrication, digital/offset printing, and weather-resistant material application
• Structural repair and engineering skills for metal, acrylic, or composite sign frameworks
• Project management proficiency to coordinate site surveys, production schedules, and secure installation at an active military facility
• Quality assurance and compliance knowledge aligned with defence procurement, health and safety regulations, and municipal bylaws

CIDB Grading 1SK: A South African Construction Industry Development Board classification. The "1" denotes low-complexity projects within a specific monetary threshold. "S" indicates specialised works (typically signage, fencing, or light fabrication), while "K" reflects the contractor's verified financial capacity and turnover range. This grading ensures the bidder possesses proven experience in small-scale, specialised infrastructure works.

CSD Registration: The Central Supplier Database is the official National Treasury platform for government procurement. Registration confirms that a supplier meets statutory requirements, including tax compliance, Broad-Based Black Economic Empowerment (B-BBEE) status, and valid business registration.

No Foreign Nationals Allowed: A strict personnel restriction requiring all workers, supervisors, and subcontractors involved in the contract to be South African citizens. This aligns with local labour prioritisation policies and may support security protocols at defence installations.
