Objectives

The primary objective of this tender is to procure services and materials necessary for the completion of the Uitenhage Old Railway Museum project, including renovations, repairs, and associated infrastructure works as specified in the detailed scope. The aim is to ensure the project is completed to the required standards, within budget, and on schedule, adhering to all relevant safety, quality, and legislative requirements.

Scope

The scope encompasses a comprehensive range of construction, renovation, and finishing works, including but not limited to:

• Structural repairs and alterations to existing buildings
• Roof repairs and replacements, including metal sheeting and waterproofing
• Carpentry, joinery, and ceiling installations
• Flooring, wall finishes, and painting
• Electrical and mechanical installations, including lighting, power, and HVAC systems
• Plumbing, drainage, and sanitary fittings
• Glazing and door hardware
• Landscaping, paving, and external works
• Security, signage, and safety systems
• Provision of furniture, fixtures, and equipment as specified

The scope also includes compliance with health and safety regulations, environmental management, and project-specific requirements as detailed in the tender documentation.

Technical Requirements

The technical requirements specify that:

• All works must conform to the relevant standards, specifications, and codes of practice, including SANS standards and the JBCC Principal Building Agreement.
• Materials and workmanship must meet the quality standards specified, with approved brands or equivalent products where specified.
• All electrical, plumbing, and mechanical installations must be carried out by qualified and registered professionals, adhering to statutory regulations and safety standards.
• Waterproofing, roofing, and structural repairs must be executed using approved systems with appropriate guarantees.
• Health and safety plans must be developed, implemented, and maintained throughout the project duration, including risk assessments, method statements, and safety signage.
• Environmental management measures, including waste disposal and site rehabilitation, must be adhered to.
• All temporary works, scaffolding, and access structures must be designed and erected in accordance with safety regulations.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in similar projects, particularly in heritage or museum renovations
• CIDB grading of Grade 4GB or higher, with relevant specialization in building works
• Qualified personnel including project managers, site supervisors, engineers, artisans, and safety officers with valid registration and relevant experience
• Capability to manage health and safety, environmental, and quality standards effectively
• Ability to coordinate multiple trades and subcontractors efficiently
• Provision of references and project portfolios demonstrating successful completion of comparable projects
• Knowledge of applicable legislation, standards, and best practices in construction, safety, and heritage conservation
