Objectives

The primary objective of this tender is to procure service providers capable of conducting comprehensive medical surveillance and trauma counselling services for Vhembe District Municipality employees and their immediate family members over a period of 36 months (3 years). The aim is to identify occupational health risks, monitor employee health, and provide psychological support related to job and personal trauma.

Scope

The scope encompasses:

• Provision of medical surveillance services including pre-placement, periodic, and exit assessments for employees involved with hazardous materials or activities.
• Conducting occupational health assessments such as eyesight, hearing, lung function, physical examinations, blood tests, and lifestyle disclosures.
• Providing medical assistance and medication for diagnosed conditions for up to three months, with referral to employees’ own medical aids if further intervention is needed.
• Offering outreach services via transport and mobile clinics, including outreach to water pump stations, fire stations, and satellite offices.
• Attending to injury-on-duty cases and providing second opinions as requested.
• Delivering trauma counselling services to employees and their immediate families, including individual and group sessions, trauma debriefings, and organisational wellness interventions.

Technical Requirements

The service provider must:

• Be qualified as an Occupational Health Medical Practitioner (MBChB degree) and registered with the HPCSA, with renewal certificates submitted.
• Have at least 3 years of relevant experience in municipal or mining sectors.
• Possess calibration certificates and medical fitness certificates.
• Perform various occupational health assessments and provide reports aligned with financial and operational requirements.
• Have a panel of qualified health professionals including General Practitioners, Psychologists, Psychiatrists, Occupational Therapists, Physiotherapists, and Orthopaedic Specialists.
• Provide transport, mobile clinics, and consultation rooms across the district.
• Attend to injury cases and second opinions promptly.

Skills Requirements

The bidder must demonstrate:

• Experience in medical surveillance and trauma counselling, supported by references and appointment letters.
• Qualified professionals with a minimum of 4-year recognized degrees, registered with HPCSA, with up-to-date registration certificates.
• Specialist professionals including General Practitioners, Psychologists, Psychiatrists, Physiotherapists, Orthopaedic Surgeons, and Occupational Therapists.
• Capability to perform outreach activities with mobile clinics and transport.
• Ability to produce detailed reports (monthly, quarterly, annual) and maintain administrative compliance.
• Experience working within municipal settings, with at least three years in similar environments preferred.
