Objectives

The primary objective of this tender is to solicit proposals for the leasing of premises identified as Peh/03/2026//09 - Building 02EP322, located on a portion of Erf 1051 in Humewood, Port Elizabeth. The aim is to establish a lease agreement for a period of up to 15 years, facilitating the utilization of the specified premises for designated purposes such as offices or a restaurant, in a manner that supports port operations and development goals.

Scope

The scope encompasses the leasing of approximately 1,564 m² of building space within Building 02EP322, situated on a port land parcel in Humewood, Port Elizabeth. The premises include street level, basement, first floor, and rifle range areas, with the potential for refurbishment, upgrades, and capital improvements. The lease will cover the use of the premises for office or restaurant purposes, with provisions for property refurbishment, property management, and compliance with relevant laws and policies.

Additional scope elements include:

• Property inspection and understanding of property condition prior to submission.
• Environmental management and compliance requirements.
• Potential property upgrades and capital investments, subject to negotiations.
• Adherence to port development frameworks and environmental guidelines.
• Provision for beneficial occupation and property holding costs during negotiations or refurbishment.

Technical Requirements

• Completion of the lease plan (Annexure 1) and environmental management plan (Annexure 2).
• Provision of detailed business and operational plans demonstrating port-related use, including use of premises, port activities, and compliance with environmental and port policies.
• Submission of a comprehensive work breakdown structure (WBS), project schedule, and maintenance plan for refurbishment or upgrades.
• Provision of cash flow projections and financial viability assessments over the lease period.
• Compliance with environmental legislation, including pollution prevention, waste management, and impact mitigation.
• Adherence to safety, security, and fire protection standards.
• Provision of proof of experience, bank ratings, and relevant certifications.
• Submission of a detailed rental offer, including escalation rates and payment terms.

Skills and Competency Requirements

• Proven experience in port-related property development, refurbishment, or leasing, supported by reference letters and project documentation.
• Demonstrated technical capability in project management, including planning, scheduling, and cost control.
• Environmental management expertise, including compliance with environmental laws and preparation of environmental plans and impact assessments.
• Financial capacity to support property refurbishment, capital investments, and ongoing property management.
• Experience in port operations or related industries, with knowledge of port policies, safety, and security standards.
• Ability to develop and implement job creation and skills development initiatives aligned with national development priorities.
• Capacity to meet B-BBEE requirements and demonstrate commitment to socio-economic development.
