Objectives

The primary objective of this tender is to solicit proposals for leasing premises located at the Port of Port Elizabeth, specifically on a portion of Erf 1049 Humewood, for a period of up to five (5) years. The aim is to identify suitable tenants for various port-related uses, ensuring compliance with environmental, safety, and legal standards, and to promote port development, operational efficiency, and stakeholder engagement.

Scope

The scope encompasses leasing of diverse premises including land and buildings with varying sizes and designated uses such as offices, storage, warehouses, fishing, commercial activities, and port-related operations. Specific properties include:

• Building of 1,564 m² available immediately for offices/restaurants.
• Land parcels ranging from 50 m² to 4,115 m² for commercial, fishing, storage, or port activities.
• Buildings and land for ore sampling, fish processing, and related port operations.

The scope also involves compliance with environmental management, safety, security, and operational standards, as well as potential refurbishment, upgrades, and infrastructure development aligned with port expansion plans.

Technical Requirements

• Provision of detailed Business Plans, Environmental Management Plans, and Maintenance Plans.
• Compliance with environmental laws, safety standards, and port policies.
• Provision of security measures, fire protection, and health & safety protocols.
• Installation and maintenance of electrical and water infrastructure, including certificates of compliance.
• Adherence to port regulations regarding signage, access, loading/unloading, and common area usage.
• Provision of security, insurance, and risk management documentation.
• Implementation of environmental mitigation, pollution control, and remediation measures.
• Submission of detailed technical and operational schedules, including WBS, project timelines, and cash flow projections.

Skills and Competency Requirements

• Proven experience in port operations, land and building leasing, or port-related infrastructure development (minimum 2 years supported by reference letters).
• Demonstrated capacity to develop and implement environmental and safety management systems.
• Technical competence in infrastructure refurbishment, electrical and water installations, and port logistics.
• Financial capability to support project execution, including cash flow management and cost estimates.
• Knowledge of environmental legislation, port policies, and compliance standards.
• Experience in project planning, scheduling, and risk mitigation, supported by detailed WBS and project schedules.
• Ability to develop and sustain community and stakeholder engagement, including job creation and skills development commitments.
• Capacity to prepare and submit comprehensive Business Plans, Environmental Plans, and Maintenance Plans aligned with port development strategies.
