Objectives

The primary objective of this tender is to secure proposals for the long-term leasing and development of the Remainder of Erf 5231 Pinetown, measuring 1375 m², for light industrial purposes. The aim is to promote equitable land access, support economic empowerment, and facilitate sustainable development aligned with municipal strategies and legislative frameworks.

Scope

The scope encompasses:

• Leasing of the property located at 17 Circuit Road, Pinetown, for a period of 30 years.
• Development of the vacant land into light industrial use, including rezoning from Public Open Space to Light Industrial.
• Preparation and submission of site development plans, architectural designs, and town planning proposals.
• Compliance with all relevant legislation, building regulations, and municipal bylaws.
• Implementation of social, economic, and empowerment initiatives as part of the development plan.

Technical Requirements

The technical requirements include:

• Submission of a comprehensive development proposal with conceptual site plans, building layouts, and elevations.
• Provision of a detailed cost estimate and project timeline from inception to completion.
• Design adherence to Light Industrial zoning standards, with necessary rezoning and approvals.
• Preparation of a Site Development Plan and compliance with SPLUMA, NEMA, and other relevant laws.
• Demonstration of capacity to deliver and manage the development, including experience, professional team credentials, and financial capability.
• Provision of a sustainability and empowerment plan, including job creation, local procurement, and community benefits.
• Adherence to environmental, health, and safety standards, including occupational health and safety agreements.

Skills and Qualifications Requirements

The tenderer must demonstrate:

• Experience in property development, especially in light industrial projects, with at least three years of relevant post-registration experience.
• Professional team members including architects, quantity surveyors, engineers (civil and electrical), project managers, site managers, and health & safety officers, each with a minimum of three years’ experience and proven track records.
• Capability to prepare and submit detailed technical, architectural, and environmental plans.
• Financial strength to support project funding, evidenced by recent audited financial statements and proof of funding arrangements.
• Capacity to manage community engagement, social development, and empowerment initiatives.
• Ability to comply with all legal, environmental, and municipal requirements, including rezoning, environmental approvals, and occupational health and safety standards.
