Objectives

The primary objective of this tender is to select qualified suppliers for the manufacturing and supply of MR048 equipment spares at the CSIR Stellenbosch Campus. The aim is to establish a panel of capable vendors to provide high-quality mechanical and electrical spares, ensuring operational availability of CSIR’s equipment, while maintaining cost-effectiveness, quality standards, and efficient oversight.

Scope

The scope includes:

• Manufacture, quality assurance, testing, and supply of mechanical and electrical spares based on drawings and datasheets provided by CSIR.
• Procurement of COTS (Commercial Off-The-Shelf) spares using datasheets supplied by CSIR.
• Activities such as milling, CNC machining, welding, surface finishing, electrical wiring, soldering, and assembly for manufacturing processes.
• Inspection, testing, and certification of spares, including preparation of test reports and certificates of conformance.
• Packaging, labelling, and delivery of spares to CSIR in Stellenbosch.
• Provision of a 12-month warranty on supplied spares.

The framework also covers the potential for procurement on an "as-and-when-required" basis through task orders or project-specific requests during the panel period.

Technical Requirements

The technical scope mandates:

• Manufacturing of mechanical parts involving milling, CNC machining, turning, welding, surface finishing, and precise assembly.
• Electrical manufacturing involving wiring, soldering to IPC-J standards, crimping, and assembly of electromechanical components.
• Adherence to drawings and datasheets for manufacturing and procurement activities.
• Implementation of quality assurance processes, including visual inspections, continuity and insulation testing, and compilation of test reports and certificates of conformance.
• Proper packaging and labelling to prevent damage and ensure traceability.
• Delivery of all manufactured and procured spares to the specified CSIR address in Stellenbosch.

Skills Requirements

The successful bidders must demonstrate:

• Proven experience in manufacturing mechanical components, with a track record of completing relevant projects within the past 10 years.
• Capability and experience in electrical manufacturing and assembly of electrical parts or components.
• Ability to perform quality assurance activities, including detailed QA processes and acceptance testing.
• Capacity to provide reference letters from previous clients related to manufacturing and handling of mechanical and electrical products.
• Proximity of manufacturing premises within 100 km of Stellenbosch to facilitate efficient oversight, inspections, and collaboration.
• Qualified personnel with the technical skills necessary for manufacturing, assembly, testing, and quality assurance of mechanical and electrical spares.
