Objectives

The primary objective of this tender is to procure consulting services to assist CSIR-supported companies in implementing ISO 9001:2015 quality management systems (QMS) with the aim of achieving certification by third-party bodies. The goal is to support these companies in developing procedures, processes, and policies aligned with ISO9001:2015 standards, thereby enhancing their risk management, decision-making, and market competitiveness, including export readiness.

Scope

The scope includes providing comprehensive consulting services to multiple beneficiary companies across various sectors and provinces in South Africa. Specific activities encompass:

• Conducting gap analyses of existing systems against ISO9001:2015 requirements.
• Developing and implementing policies, processes, and tasks tailored to each company's scope.
• Providing training, including internal auditor training and management responsibilities.
• Supporting companies through mock audits, non-conformance management, and certification guidance.
• Delivering project management, progress reporting, and ensuring timely completion within approximately 12 months.

Technical Requirements

The technical requirements specify that bidders must:

• Demonstrate experience in ISO9001:2015 implementation and certification, with evidence of successful projects in diverse sectors.
• Provide qualified auditors with sector-specific technical understanding and training capabilities.
• Show familiarity with ISO standards and conformity assessment procedures, including ISO/IEC17021, ISO/IEC1720, ISO17024, ISO17025, and others.
• Have a proven track record of certifying at least 15 companies in various industrial codes, with testimonials and certification evidence.
• Possess project leadership with relevant qualifications, professional registration (e.g., ECSA, SAACTA, IRCA), and extensive experience in conformity assessment and ISO management systems.
• Provide case studies demonstrating innovative application of ISO standards with tangible benefits.

Skills Requirements

Applicants must possess:

• Strong project management skills with the ability to develop detailed work plans, milestones, and deliverables.
• Expertise in ISO9001:2015 and related standards, with certified lead auditors and experienced implementation teams.
• Sector-specific technical knowledge relevant to manufacturing, engineering, mining, utilities, and other industries represented by the beneficiary companies.
• Training and mentoring skills to support companies in internal audits and management reviews.
• Experience in conducting mock audits, non-conformance management, and certification support.
• Ability to prepare comprehensive reports, risk management plans, and progress updates.
