Objectives

The primary objective of this tender is to engage a qualified service provider to deliver management services for the Rural Roads Assets Management System of Ugu District Municipality. The service period is set for thirty-six (36) months, aiming to enhance the management and maintenance of rural road assets within the municipality.

Scope

The scope of work includes providing comprehensive management services related to the Rural Roads Assets Management System. This encompasses asset management, maintenance planning, and related support activities to ensure effective oversight of rural road infrastructure within Ugu District Municipality over the specified contract period.

Technical Requirements

• Provision of management services for the Rural Roads Assets Management System.
• Participation in a compulsory briefing session scheduled for 09 July 2026.
• Submission of bids that are complete, signed, sealed, and endorsed with the relevant contract number.
• Bid validity period of 90 days.
• Evaluation based on functionality, price, and preference, with a minimum functionality score of 70% for eligibility.
• Functionality assessment criteria include:
  • Academic qualifications and experience of the Project Director/Team Leader (40 points)
  • Academic qualifications and experience of Support Engineer/Technologist/Technician (30 points)
  • Company experience in infrastructure projects (30 points)

Skills Requirements

• Qualified project director or team leader with relevant academic qualifications and experience.
• Support engineers, technologists, or technicians with appropriate skills and experience.
• Experience in infrastructure projects, demonstrating capability in managing similar assets and systems.
• Understanding of asset management systems and rural road infrastructure.
