Objectives

The primary objective of this tender is to secure the provision of comprehensive gardening services for three locations: Salt River, Bellville, and Saldanha, for a period of three years. The services aim to ensure well-maintained outdoor spaces through the supply of skilled personnel, appropriate equipment, and necessary safety and management standards.

Scope

The scope encompasses the provision of gardening services across three sites, including:

• Deployment of qualified gardeners at each location with specified minimum uniform and PPE requirements.
• Provision of equipment such as lawn mowers, brush cutters, sprayers, and other gardening tools.
• Supply of chemicals and consumables like weed killers, petrol, and cutting strings.
• Implementation of safety and management protocols, including safety files and management fees.
• Adherence to health, safety, and environmental standards as per annexure G and other contractual requirements.

Technical Requirements

The technical specifications include:

• Provision of minimum uniform and PPE for gardeners, including safety shoes, jackets, T-shirts, pants, reflectors, gloves, masks, goggles, sun hats, and other protective gear.
• Supply and maintenance of essential equipment such as lawn mowers, hedge trimmers, chain saws, sprayers, wheelbarrows, and ladders.
• Provision of chemicals and consumables like petrol, weed killers, cutting strings, and dust masks, with specified quantities per year.
• Preparation and submission of safety files and compliance with SHE specifications.
• Adherence to specified delivery timelines, quality standards, and safety protocols.

Skills Requirements

The tender mandates that bidders demonstrate:

• Registered compliance with SHE (Safety, Health, Environment) standards, including valid permits and safety policies.
• Provision of trained personnel with relevant qualifications, including safety officers with minimum Semtrac certification.
• Experience in conducting risk assessments, safety inspections, and emergency preparedness.
• Ability to provide proof of specialist training, safety records, and incident reporting procedures.
• Capability to manage and execute the scope within the specified contractual and safety frameworks.
• Knowledge of legal and regulatory requirements, including compliance with the Compensation for Occupational Injuries and Diseases Act (COID) and other relevant legislation.
