Completed bid documents are to be placed in a sealed envelope endorsed REVIEW OF AMATHOLE DISTRICT MUNICIPALITY SPATIAL DEVELOPMENT FRAMEWORK: BID No. 8/2/151/2025-2026C – AMATHOLE DISTRICT MUNICIPALITY" must be deposited in the Bid Box, at the offices of the Amathole District Municipality, Ground Floor, 15 Rees Street, Quigney, East London, 5201, not later than 11h00 on Thursday, 18 June 2026, at which time the bids will be opened in public.

[a]           The Amathole District Municipality Supply Chain Management Policy will apply;

[b]            The Amathole District Municipality does not bind itself to accept the highest point scorer or any other quotation and reserves the right to accept the whole or part of the quotation;

[c]            Bids which are late, incomplete, unsigned or submitted by facsimile or electronically, will not be accepted.

[d]            Price(s) quoted must be valid for at least ninety (90) days from date of your offer.

[e]            Price(s) quoted must be firm and must specify whether inclusive of VAT (if a VAT vendor).

[f]             For all transactions your tax reference number/pin at SARS must be furnished.

[g]            Successful bidders will be required to register as a supplier/service provider on the National Treasury’s Central Supplier Database, if not already registered.

  • Provision of a detailed implementation plan, including costs and timelines.
  • Use of GIS software for spatial data management and mapping.

Skills Requirements

The tenderer must demonstrate:

  • Registration with the South African Council for Planners (SACPLAN) with at least 5 years’ experience in town planning.
  • Expertise in spatial planning, land use management, GIS, and environmental planning.
  • A multidisciplinary team comprising at least five members, including:
    • Town planner(s) with relevant SACPLAN registration.
    • GIS/Geography specialists with appropriate qualifications (B-degree or higher).

  • Proven experience in SPLUMA-aligned SDF projects (minimum of 4 projects from 2014 to date), with reference letters and contactable references.

  • Experience in stakeholder consultation, public participation, and intergovernmental coordination.
