Objectives

The primary objective of this tender is to appoint a contractor to carry out routine structural maintenance repairs to municipal-owned retaining walls within the eThekwini Metropolitan Area over an 18-month period. The work aims to ensure the integrity, safety, and functionality of the retaining walls through various repair and maintenance activities.

Scope

The scope of work includes, but is not limited to:

• Repair of concrete spalling and surfaces of reinforced wall structures.
• Removal and replacement of precast members and masonry blocks.
• Cleaning, painting, and repair of steel and concrete wall structures.
• Repair and restoration of damaged guardrails and handrails.
• Supply, installation, and compaction of earthworks adjacent to retaining walls.
• Replacement of damaged drainage systems and masonry blocks.
• Repair of drainage and other structural elements as specified.
• Maintenance of existing services and infrastructure associated with the walls.

The work site is within the eThekwini Metropolitan boundaries, with access and site conditions to be managed as per specifications.

Technical Requirements

The technical requirements encompass:

• Adherence to the Standard Specifications for road and bridge works (COTO standards) and project-specific specifications.
• Implementation of approved repair techniques including epoxy grouting, crack injection, and non-shrink mortar repairs.
• Use of compatible materials such as precast concrete, masonry, steel, and proprietary repair systems.
• Compliance with environmental management, occupational health and safety regulations, and traffic accommodation standards.
• Provision of temporary access platforms and safety measures for bridge and wall repairs.
• Proven experience in similar structural repair works, including repair of retaining walls, bridges, and related structures.
• Proper site management, including traffic control, environmental protection, and safety protocols.

Skills Requirements

The successful tenderer must demonstrate:

• Experience in structural repairs of retaining walls, bridges, and similar infrastructure within the past 10 years.
• Competence in using proprietary repair systems, epoxy grouting, crack injection, and concrete repair techniques.
• Qualified personnel including site supervisors, safety officers, and technical specialists with relevant industry certifications.
• Ability to manage site safety, environmental protection, and traffic accommodation effectively.
• Capacity to coordinate with municipal authorities, utility providers, and other stakeholders.
• Proven track record of delivering similar projects on time and within budget, with references and supporting documentation.
