Objectives

The primary objective is to restore and maintain a reliable water supply infrastructure at the SAPS Ematsheni Police Station through the systematic inspection, repair, rehabilitation, and replacement of existing borehole pump systems.

Scope

The project encompasses the end-to-end management of borehole pump systems. This includes conducting thorough inspections, diagnosing faults, performing necessary repairs, rehabilitating functional components, and executing full replacements where required. The scope covers all associated labor, materials, specialized equipment, and compliance documentation needed to deliver a fully operational pumping system.

Technical Requirements

• Contractor Grading: Tenderers must hold a minimum CIDB contractor grading of 1ME or higher.
• Pricing Documentation: A fully priced, complete Bill of Quantities must be submitted alongside the tender. Additionally, the SBD 3.1 pricing schedule must be fully completed, signed, and submitted; failure to comply will render the tender non-responsive.
• Proof of Experience: Bidders must provide evidence of successfully completing similar projects involving borehole pumps, water pumps, submersible pumps, or pump control systems. Acceptable proof includes reference letters or completion certificates issued within the past three years.
• Equipment Availability: Tenderers must confirm access to essential diagnostic and installation tools, including an insulation tester, multimeter or clamp meter, appropriate pump lifting equipment, and cable testing capabilities. An equipment list or official company letter verifying access must be submitted.

Skills Requirements

• Qualified Personnel: The executing team must include a suitably qualified electrician (trade certificate or wireman’s licence preferred) or a certified pump technician/artisan (trade certificate).
• Practical Expertise: Personnel must demonstrate proven, hands-on experience in the installation, maintenance, and repair of borehole pump systems.

• CIDB 1ME Grading: A South African construction industry classification denoting a medium-scale contractor qualified to execute mechanical and electrical engineering projects with contract values up to approximately R20 million.
• SBD 3.1: A standard South African government bidding form used for pricing schedules. It requires bidders to declare firm, fixed prices for all listed items, ensuring transparent and comparable cost evaluation.
• Insulation Tester (Megger): A specialized electrical instrument used to measure high-voltage insulation resistance, critical for detecting degradation in pump motor windings and underground cabling before catastrophic failure.
• Clamp Meter/Multimeter: Diagnostic tools used to accurately measure electrical parameters such as current draw, voltage, and continuity, enabling precise fault identification in pump control systems and wiring.
