Tender Summary

Objectives

To procure a qualified and compliant service provider to perform routine maintenance, inspection, and servicing of fire fighting equipment across designated South African Police Service (SAPS) facilities in the Ethekwini North Region. The primary goal is to ensure continuous operational readiness, regulatory compliance, and life-safety standards for all fire suppression infrastructure.

Scope

The contract encompasses the comprehensive servicing of fire fighting equipment at multiple SAPS sites under the jurisdiction of the National Department of Public Works Durban. The scope includes:

  • Pre-contract physical verification of all equipment locations and conditions via a mandatory site inspection.
  • Documentation of findings on the official Inspection Site Form, requiring joint signature with the facility representative.
  • Execution of scheduled maintenance, pressure testing, component replacement, and certification of fire fighting systems.
  • Strict adherence to the formatting, sealing, addressing, and delivery protocols specified in the official tender documentation.

Technical Requirements

  • CIDB Contractor Grading: Minimum designation of 1SF or higher.
  • Central Supplier Database (CSDB): Mandatory active registration is required for all bidders.
  • Site Inspection Compliance: Bidders who fail to conduct the physical inspection and submit a duly signed Inspection Site Form will be automatically disqualified.
  • Submission Protocols: Only official tender documentation may be used. Emailed, handwritten, or late submissions will be rejected.
  • Evaluation Framework: Bids will be assessed using the 80/20 Preferential Procurement Policy Framework Act (PPPFA) scoring model, with additional points allocated for specific socio-economic goals per Regulation PA:16.

Skills Requirements

  • All technicians and artisans deployed on-site must be legally authorized Gas Practitioners registered with the South African Qualifications Committee for Gas (SAQCC-GAS) specifically for fire-related gas systems.
  • Valid, current SAQCC registration cards or certificates must be submitted alongside the quotation. Missing or expired credentials render the bid non-responsive.
  • Personnel must demonstrate proven competency in handling, maintaining, and certifying pressurized fire suppression equipment and gas-based firefighting installations in accordance with national safety regulations.

Key Terms & Explanations

CIDB 1SF Grading: A Construction Industry Development Board classification that permits contractors to execute small-value projects specializing in fire protection systems. The "SF" suffix denotes specialization in fire engineering services.

PPPFA 80/20 Scoring System: A government procurement formula where 80% of evaluation points are awarded based on competitive pricing, and 20% are reserved for socio-economic preferences (e.g., historically disadvantaged enterprises, women-owned businesses, or disability-owned companies) as stipulated in national preferential procurement regulations.

SAQCC-GAS Certification: The statutory regulatory framework that licenses individuals to safely install, maintain, and test gas-fired equipment. For this tender, it ensures personnel are legally qualified to service pressurized gas cylinders and fire suppression mechanisms, minimizing explosion risks and ensuring compliance with occupational health and safety laws.

CSDB Registration: The National Treasury’s centralized vendor portal used to verify supplier legitimacy, tax clearance status, banking details, and financial viability prior to contract award.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
