Tender Summary

Tender Summary

Objectives

The primary objective is to engage a qualified contractor to diagnose and repair a faulty water pump located at the South African Police Service (SAPS) station in Jozini. The project aims to restore reliable water supply functionality through professional maintenance, component replacement, and testing services.

Scope

The scope encompasses the complete repair of the specified water pump, including site assessment, procurement of necessary spare parts, execution of mechanical repairs, and post-repair commissioning. Tenderers must submit a fully priced Bill of Quantities and a complete Specification document covering all work phases. The contract will be administered according to standard public works conditions, with strict adherence to submission deadlines, formatting rules, sealing requirements, and evaluation criteria.

Technical Requirements

  • Minimum CIDB contractor grading of 1ME or higher.
  • Submission of a fully priced Bill of Quantities and a complete Specification document inclusive of all parts.
  • Specification document must be signed and stamped, with mandatory compliance on page 3.
  • Completion and submission of the SBD 3.1 Pricing Schedule (Firm Price–Purchases).
  • Strict compliance with standard tender conditions: prohibition of correction fluid, legible writing in non-erasable ink or electronic submission, and punctual delivery before the closing time.
  • Bidders who have previously been awarded two or more “distribution of work amongst service providers” contracts are ineligible for appointment.
  • All submissions must strictly follow the official tender documentation issued by the employer.

Skills Requirements

Tenderers must hold a valid Mechanical Artisan Certificate to demonstrate technical competency in pump diagnostics, mechanical system maintenance, and safe repair practices. Contractors must also possess adequate skilled labour, supervisory capacity, and appropriate tools to execute the work to industry standards.

Explanation of Key Terms

  • CIDB Grading 1ME: A classification within South Africa’s Construction Industry Development Board framework. The “1ME” grade denotes a low-value mechanical/engineering contracting category, typically permitting projects up to a prescribed financial threshold.
  • SBD 3.1: A standardized government bidding form used to capture pricing details for purchases and services. It ensures uniform financial disclosure and facilitates fair comparison across all bidders.
  • Distribution of Work Amongst Service Providers: A procurement policy mechanism designed to allocate contracts across multiple approved suppliers to promote broad-based economic participation. Having two or more active awards under this arrangement may restrict eligibility for additional tenders under current departmental guidelines.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
