Tender Summary

Objectives

The primary objective of this tender is to engage a qualified contractor to systematically remove and replace existing ceramic sewer pipes at Stikland Hospital. The project aims to restore reliable wastewater drainage, eliminate infrastructure failures, and ensure compliance with modern engineering and safety standards while maintaining uninterrupted hospital operations.

Scope of Work

  • Complete excavation, removal, and environmentally compliant disposal of deteriorated ceramic sewer piping.
  • Supply, delivery, and installation of new sewer pipe networks matching the prescribed engineering specifications.
  • All works must be conducted within the hospital grounds, adhering to strict logistical, environmental, and safety protocols.
  • Tender pricing must be fully inclusive of delivery costs and value-added tax (VAT).

Technical Requirements

  • Strict Specification Adherence: Bidders must follow the attached technical specifications exactly. No deviations, alternatives, or modifications are permitted.
  • Digital Submission Mandate: All tenders must be uploaded exclusively via the Electronic Procurement System (EPS). Physical, postal, or emailed submissions will be automatically rejected.
  • Required Documentation: Each EPS submission must include the completed Bid Specifications Sheet, NEC4 contract documents, and the Occupational Health and Safety document (specifically Point 3.7). Missing or incomplete documentation results in immediate disqualification.
  • Payment Terms: Settlement occurs 30 days after the employer receives a valid invoice.
  • Compulsory Site Meeting: A mandatory clarification session will be held on 30 September 2026 at 11:00 AM at the Stikland Hospital Workshop Department. Attendees must bring printed specification copies; none will be distributed on-site.

Skills and Qualification Requirements

  • Minimum Contractor Grading: Tenderers must hold a CIDB Contractor Grading of 1GB or higher.
  • Specialization Preference: Priority evaluation will be awarded to firms with demonstrated expertise and dedicated focus on sewer pipe services.
  • Operational Competence: Contractors must possess the technical capacity to manage underground utility replacements, implement robust health and safety controls, and coordinate works around sensitive hospital environments.

Explanation of Unusual or Complex Terms

  • NEC4 Documents: Refers to the New Engineering Contract (Fourth Edition), a globally recognized construction contract framework designed to foster collaborative project management, transparent risk sharing, and proactive issue resolution. Its use requires contractors to engage in early warning notifications, regular cost tracking, and joint decision-making throughout the project lifecycle.
  • EPS System: Stands for Electronic Procurement System, a centralized digital platform used by the employer to receive, authenticate, and evaluate tender submissions. It ensures secure document handling, version control, and audit-ready procurement records.
  • CIDB Grading 1GB: A classification under South Africa’s Construction Industry Development Board scale. The "1" indicates a maximum project value capacity of R15 million, "G" denotes General Building works, and "B" specifies a specialization in structural or civil building components. This grading verifies the contractor’s financial stability and technical capability for medium-scale infrastructure projects.
  • No Deviation Policy: A strict contractual condition requiring bidders to accept all technical, commercial, and procedural terms exactly as published. Any request for amendments during evaluation leads to automatic exclusion, ensuring uniformity and fairness in the assessment process.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
