Objectives

Scope

The scope includes the complete refurbishment of the wastewater pump station, involving:

• Replacement of grit screens, pumps, pipework, electrical control boards, and asbestos roofing.
• Installation of perimeter fencing, lighting, staff accommodation, guard house, and office facilities.
• Refurbishment of emergency ponds and sludge removal.
• Water quality monitoring boreholes and associated infrastructure.
• Implementation of environmental management, safety, and community participation measures.

The project covers civil, mechanical, electrical, instrumentation, and environmental works, with detailed specifications and drawings provided in the tender documentation.

Technical Requirements

The technical scope mandates compliance with:

• Standardized specifications (SANS, BS, ISO) for civil, mechanical, electrical, and safety works.
• Design and installation of corrosion-resistant, durable plant and equipment suitable for wastewater treatment environments.
• Installation of water and gas pipelines, valves, pumps, and control systems as per detailed drawings and specifications.
• Use of labour-intensive construction methods where specified, with appropriate equipment and safety measures.
• Implementation of environmental controls, waste management, and pollution prevention measures.
• Provision of comprehensive health, safety, and environmental management systems, including risk assessments, safety plans, and monitoring.

Skills and Skills Management Requirements

The tender emphasizes the engagement of qualified, competent personnel and adherence to skills development policies, including:

• Management and supervisory staff with NQF Level 4 or 5 qualifications in civil, mechanical, electrical, or safety disciplines.
• Labour-intensive construction skills, with personnel trained in earthworks, pipe laying, and safety procedures, including toolbox talks and hazard awareness.
• Designated safety officers, site supervisors, and health & safety representatives with relevant certifications and experience.
• Specialist skills for welding, corrosion protection, instrumentation, and electrical installation, with certification and quality assurance documentation.
• Community liaison officers and training consultants to facilitate local employment, skills transfer, and social facilitation.
• Provision for ongoing training, safety audits, hazard assessments, and compliance monitoring throughout the project lifecycle.
