Objectives

The primary objective is to appoint a qualified service provider to supply, deliver, and install comprehensive signage solutions for municipal buildings and assets across the uMzimkhulu Local Municipality jurisdiction. The contract aims to replace damaged or outdated notices, improve public communication channels, and align municipal service delivery with the Batho Pele customer service principles over a twelve-month period.

Scope

The scope covers the complete lifecycle of signage and vehicle branding, including:

• Supply, delivery, and installation of public notice boards, illuminated light boxes, directional signage, toilet and disability access markers, and occupational health and safety compliance boards.
• Full vehicle and plant machinery branding/livery for municipal fleets, covering bakkies, SUVs, sedans, buses, trucks, graders, rollers, tractors, TLBs, and excavators.
• Physical inspection of municipal assets to capture accurate dimensions for custom installations.
• All works must be completed within a fixed twelve-month contract term.

Technical Requirements

Bidders must strictly adhere to prescribed materials, dimensions, and installation protocols:

• Notice Boards: 1.2m x 1.8m aluminium-framed units requiring mounting brackets, screws, a magnet-compatible backboard, and 4mm plexishock glazing.
• Light Boxes: Must feature integrated daylight switches, connect directly to municipal power grids, and be wired exclusively by qualified electricians. Specific dimensional tolerances apply to logo and informational units.
• Safety & Compliance Signs: Fabricated from minimum 0.6mm thick chromadek sheet (or approved equivalent), rigidly mounted on steel frames with rear cross-bracing to prevent warping. All public-facing and safety signage must be bilingual (English and isiZulu).
• Vehicle Branding: Requires submission of a physical mock-up for municipal approval prior to mass production. Materials must withstand outdoor exposure and comply with road traffic regulations.

Skills & Experience Requirements

Service providers must demonstrate verified capability and regulatory compliance:

• Relevant Track Record: A minimum functionality threshold of 50% (15 points) is mandatory. Bidders must provide traceable reference letters for at least two previously completed projects involving municipal signage supply, delivery, and installation. Three references yield maximum points.
• Statutory Compliance: Mandatory registration on the Central Suppliers Database (CSD), valid tax clearance status, submission of prescribed Municipal Bidding Document (MBD) forms, and a board-resolved Certificate of Authority authorising the signatory.
• Socio-Economic Transformation: Evaluation awards points based on South African ownership thresholds (100%, 50%, or under 50%) and verified proof of business operations within KwaZulu-Natal province.

Mandatory Briefing & Amendment Protocol: Attendance at the compulsory clarification session is highly recommended. Any bid corrections must be manually struck through in ink and countersigned; correction fluid or digital alteration tools are strictly prohibited and may result in disqualification.
