Objectives

The primary objective is to enhance public safety and improve nighttime visibility in the Bhambana area by installing new streetlighting and integrated surveillance systems. The project aims to deliver secure, well-lit public infrastructure within the Jozini Local Municipality’s jurisdiction.

Scope

The scope covers Phase 1 of the Bhambana Streetlights Project, encompassing the supply, delivery, installation, testing, and commissioning of streetlight poles, luminaires, electrical cabling, control systems, and security surveillance cameras. All works are restricted to designated public areas within the municipality’s operational boundaries.

Technical Requirements

• Contractors must hold a valid Construction Industry Development Board (CIDB) grading of 5EP or higher.
• Mandatory prequalification documentation includes a current tax clearance certificate or PIN, Central Supplier Database (CSD) registration confirmation, and proof of municipal rates payment not older than three months.
• Joint ventures are permitted provided all participating entities are CIDB-registered and their combined grading meets or exceeds the 5EP threshold.
• Tenders remain valid for 90 days from the submission deadline.
• Evaluation follows a two-stage process assessing responsiveness and functionality, requiring a minimum score of 70%.
• Preference points are allocated based on specific socio-economic goals, including disability inclusion, black women-owned enterprises, black youth-owned businesses, BBBEE compliance, and local business presence within the municipality.

Skills Requirements

Bidders must demonstrate proven experience and technical competence in electrical infrastructure and security system installations. Required capabilities include civil works for pole foundations, low-voltage electrical wiring, network integration for surveillance equipment, and system commissioning. Strong project management, health and safety compliance, and adherence to municipal engineering standards are essential.
