Objectives

The primary objective of this tender is to undertake space optimization within the Simmerpan Engineering Building. The project aims to reconfigure and maximize the usable space within the facility to improve operational efficiency, workflow, and overall functionality. The employer, ESKOM Holdings SOC Limited Gauteng, seeks a qualified contractor to deliver a comprehensive solution that aligns with the building's engineering and operational needs.

Scope

The scope of work involves the physical reconfiguration and optimization of the Simmerpan Engineering Building’s interior space. This includes, but is not limited to, redesigning layouts, removing or constructing partitions, upgrading infrastructure to support new spatial arrangements, and ensuring compliance with relevant building and safety regulations. The project is expected to be delivered in accordance with the specifications and drawings provided in the tender documentation. Tenderers must be prepared to manage the full project lifecycle, from planning and design through to execution and handover.

Technical Requirements

• Tenderers must hold a valid CIDB contractor grading of 4GB or higher. This grading indicates the contractor’s capacity to handle projects of a certain size and complexity, specifically in the general building (GB) category.
• All work must comply with the technical standards and specifications outlined in the tender documents, including any engineering, structural, and safety requirements.
• The project must be executed in accordance with the timelines and milestones specified in the tender schedule.
• Contractors must use only the official tender documentation provided for the submission; alternative or substitute documentation will not be accepted.

Skills Requirements

Tenderers are expected to demonstrate a high level of expertise in building construction, space planning, and engineering optimization. The following skills and capabilities are essential:

• Proven experience in similar space optimization or building reconfiguration projects.
• Strong project management capabilities to handle the full scope of work.
• Qualified personnel in structural engineering, construction management, and safety compliance.
• Ability to work within a strict timeline and meet the employer’s quality standards.

Additional Notes

CIDB Grading: The Construction Industry Development Board (CIDB) grading system rates contractors based on their financial and technical capacity. A 4GB grading means the contractor is authorized to undertake general building projects with a contract value typically above a certain threshold (e.g., R50 million). This ensures that only contractors with sufficient experience and financial stability are considered.

Space Optimization: This refers to the strategic reconfiguration of the building’s interior to maximize usable area, improve workflow, and eliminate wasted space. It may involve structural changes, relocation of walls, and upgrading of services (electrical, plumbing, HVAC) to support the new layout.

Clarification Meeting: A mandatory clarification meeting is scheduled for 13 August 2026 at the Simmerpan Imbizo Engineering Building. Attendance is recommended to clarify any ambiguities in the tender documents.

Submission Deadline: Tenders must be submitted by 11h00 on Wednesday, September 2, 2026. Late or emailed tenders will be rejected.
