Objectives

The primary objective of this tender is to procure a new enterprise Wi-Fi solution to replace the current obsolete Wi-Fi infrastructure within the Department of Public Works & Infrastructure. The upgrade aims to support higher bandwidth applications, enhance network security through zero-trust principles, improve user experience, and modernize the department's wireless infrastructure leveraging Wi-Fi 7 technology with AI-powered management and integration with existing network policy systems like Aruba ClearPass.

Scope

The scope of the project includes:

• Supply and installation of 40 indoor Wi-Fi 7 access points with ceiling mounting suitable for dry wall and concrete surfaces, capable of supporting 150-250+ concurrent clients.
• Provision and installation of a wireless controller supporting Wi-Fi 7, WPA3, and GRE Tunnels, with appropriate licensing.
• Deployment of a Wi-Fi network management system (on-premises) with features such as configuration templates, analytics, topology mapping, and application/user visibility.
• Configuration of SSIDs aligned with departmental standards and integration with Aruba ClearPass for network policy enforcement.
• Removal of old wireless access points and decommissioning of related configurations from servers, applications, and network devices.
• Provision of documentation, training, and support for one year, including quarterly maintenance and reporting.

Technical Requirements

• 40 Wi-Fi 7 indoor access points supporting 2.4 GHz, 5 GHz, and 6 GHz bands, with 2x2 MIMO, support for wide channels (20/80/160 MHz), and AI-powered management capabilities.
• A wireless controller supporting Wi-Fi 7, WPA3, Enhanced Open, GRE Tunnels, and 16 Gigabit Ethernet interfaces.
• A network monitoring system with configuration management, analytics, topology mapping, and application/user control features.
• Compatibility with Aruba ClearPass for policy management and authentication.
• All hardware must be OEM partner with Gold status or higher, certified resources, and listed on the SITA 1183 or RFB740 transversal contract.
• Delivery of equipment to the Department’s head office for asset registration and subsequent installation at various departmental offices across KwaZulu-Natal.

Skills Requirements

• OEM certified technical resources with professional qualifications in wireless network deployment and management.
• Experience in deploying enterprise Wi-Fi solutions, particularly Wi-Fi 7, in government or similar large-scale environments.
• Capability to develop detailed project plans, technical specifications, and implementation documentation.
• Ability to provide on-site installation, configuration, and integration support, including removal of obsolete equipment.
• Provision of training to ICT staff on the management and operation of the new wireless infrastructure.
• Support and maintenance skills to provide quarterly health reports and address critical alerts during the first year post-implementation.
