Objectives

The primary objective of this tender is to refurbish, repair, and upgrade the water and wastewater treatment infrastructure at St Barnabas Hospital, Libode, Tambo District. This includes the supply, installation, testing, commissioning, and maintenance of mechanical and electrical systems to ensure efficient water treatment and wastewater management, with a focus on compliance with relevant standards and sustainability over a 20-year lifespan.

Scope

The scope encompasses:

• Construction of new water pump stations, treatment plants, storage tanks, and sewer lines.
• Refurbishment and disinfection of existing tanks and infrastructure.
• Installation of mechanical equipment such as pumps, filters, clarifiers, and sludge systems.
• Electrical systems including switchgear, motor control centers, control panels, and telemetry systems.
• Provision of civil works, fencing, site access, and environmental management.
• Implementation of health, safety, and environmental protocols.
• Training, operation, and maintenance support during defect liability and beyond.

Technical Requirements

The technical requirements are detailed and include:

Water Treatment Plant

• Design and supply of a 300 kl/day treatment system with components such as sedimentation tanks, buffer storage, filtration (AFM, GAC, Maddox, Bag filters), chemical dosing, and disinfection.
• Plant must operate automatically with manual override, fault indication, and remote monitoring capabilities.
• Compliance with SANS 241 (2015) for water quality, with specific parameters for turbidity, pH, residual chlorine, and contaminants.
• Flow rates, tank capacities, and treatment stages as specified, with provisions for sludge handling and backwash systems.

Mechanical Equipment

• Supply and installation of pumps, including raw water pumps, elevated tank feeders, and backup generators, with specified flow and head requirements.
• Use of corrosion-resistant materials, proper balancing, and factory testing of pumps.
• Provision of bedplates, couplings, guards, and alignment to ensure reliable operation.
• Complete with control panels, motor starters, and automation systems with remote monitoring and fault detection.

Electrical Equipment

• Design, supply, and installation of switchgear, motor control centers, control panels, and cabling in accordance with SANS 10142, IEC, and local standards.
• Provision of earthing, lighting, socket outlets, and telemetry systems for remote operation.
• Factory testing, certification, and compliance with safety and performance standards.

Site and Civil Works

• Construction of pump stations, treatment tanks, sewer lines, fencing, and site access roads.
• Protection of existing services, environmental management, and compliance with safety regulations.
• Provision of site facilities including offices, storage, security, and utilities.

Environmental and Safety Requirements

• Implementation of an Environmental Management Plan (EMP) and adherence to environmental specifications.
• Compliance with Occupational Health and Safety Act, including safety plans, incident reporting, and safety training.
• Management of water, noise, dust, and waste to minimize environmental impact.

Operational and Maintenance

• Training of staff, provision of operation manuals, and maintenance schedules.
• Guarantee and defect liability support for mechanical and electrical systems for 12 months post-completion.
• Provision for remote telemetry, fault detection, and system diagnostics.
