Objectives

The primary objective of this tender is to execute stream protection works near Isiphingo Grove, Umlazi U, Ward 86, in accordance with the specified health and safety standards, legislative requirements, and project scope. The project aims to ensure safe and effective construction practices, manage occupational health and safety risks, and deliver the required infrastructure improvements while minimizing hazards to workers, visitors, and the public.

Scope

The scope of work includes:

• Traffic control and diversion
• Construction of a site access route
• Stream diversion and site clearance, including handling of boulders
• Excavation for concrete retaining structures, gabion boxes, and mattresses
• Trimming embankments and providing lateral support systems
• Construction of artificial foundation bases with dump rock and blinding layers
• Formwork erection and reinforcement for concrete structures
• Casting, curing, and stripping of concrete retaining structures
• Provision of erosion and gabion protection works
• Backfilling, compaction, and reinstatement of ground surfaces and roadworks
• Stream and traffic redirection to original channels and routes

Technical Requirements

The technical requirements encompass:

• Compliance with Occupational Health and Safety Act and Construction Regulations 2014
• Preparation and submission of a comprehensive Health and Safety Plan, including hazard identification, risk assessments, and safe work procedures
• Provision of proof of Good Standing with COIDA for all contractors and sub-contractors
• Application and notification procedures for construction work permits
• Management and supervision by competent personnel, including a Construction Manager, Safety Officer, and Supervisors
• Implementation of hazard mitigation measures, emergency plans, traffic management, and public safety protocols
• Proper handling, storage, and disposal of hazardous chemicals and flammable liquids
• Electrical safety, including designated electricians and regular inspections
• Provision and use of appropriate PPE, signage, and site facilities
• Regular health and safety audits, incident reporting, and record-keeping

Skills Requirements

The tender requires the following skills and competencies:

• Qualified and registered Construction Manager with demonstrated competency in managing construction projects and health and safety compliance
• Registered Construction Safety Officer with SACPCMP accreditation
• Competent construction supervisors for various sections of the project, with clear responsibilities and accountability
• Skilled workers proficient in excavation, concrete work, formwork, reinforcement, gabion installation, and stream diversion techniques
• Electrical personnel with expertise in electrical installations, inspections, and safety compliance
• First aid trained personnel on-site, with at least Level 1 First Aiders for each section
• Personnel capable of implementing traffic management, emergency response, and public safety measures
• Environmental management and chemical handling specialists as needed
