The primary objective is to deliver sustainable, high-quality student accommodation infrastructure through a structured public-private partnership. Scope

Track 2 operates under an Institutional Public-Private Partnership (PPP) framework utilizing a Design-Build-Finance-Operate-Maintain (DBFOM) model. The awarded service provider will assume full lifecycle responsibility, encompassing conceptual and detailed design, construction, project financing, long-term facility operation, and routine and preventive maintenance. The scope covers the delivery of a fully functional residential campus integrated with academic and support services, governed by a long-term concession agreement.

Technical Requirements

Detailed technical specifications are outlined in the full Request for Proposals (RFP). Bidders must demonstrate compliance with national building codes, structural safety standards, fire safety regulations, and accessibility requirements. Submissions must be delivered in a sealed envelope containing one original hard copy and one electronic copy (USB drive in secure PDF format). All proposals must adhere to the mandatory BBBEE 90/10 preference scoring system. Technical evaluation will emphasize innovative architectural solutions, energy and water efficiency, durable material selection, and resilient lifecycle maintenance planning.

Skills Requirements

Due to the DBFOM structure, bidders must demonstrate multidisciplinary capability across the following areas:

• Design & Engineering: Architectural planning, civil/structural engineering, MEP systems integration, and sustainable/green building certification expertise.
• Construction Management: Large-scale project scheduling, quality control, occupational health and safety compliance, and contractor/subcontractor coordination.
• Project Finance: Structuring non-recourse or limited-recourse debt/equity financing, cash flow modeling, interest rate hedging, and financial risk mitigation over the concession period.
• Operations & Maintenance: Facility management, tenant/student services coordination, predictive maintenance programming, and asset lifecycle optimization.
• PPP Contract Administration: Experience negotiating long-term concession agreements, managing performance-based service level agreements, and implementing risk-sharing frameworks.
