Objectives

The primary objective of this tender is to secure the supply and delivery of aviation (Jet-A1) fuel to the Athlone and Roggebaai gas turbines for a contract period not exceeding 33 months. The aim is to ensure a reliable, compliant, and efficient fuel supply chain that meets specified standards and standards of safety, environmental management, and operational performance.

Scope

The scope encompasses:

• Supply of Jet-A1 aviation fuel in bulk to Athlone and Roggebaai gas turbines.
• Transport and delivery of aviation fuel between Athlone Gas Turbine and Roggebaai Gas Turbine, including ad hoc transportation as required.
• Provision of tanker services dedicated solely to aviation fuel, with specified maximum capacities (40,000 litres per tanker).
• Compliance with applicable standards, safety, health, environmental, and quality requirements.
• Operational activities including loading, offloading, and delivery within specified timeframes and safety protocols.

Technical Requirements

The technical specifications include:

• Fuel must conform to all relevant standards, including Jet A1 specifications.
• Transport in approved, dedicated road tankers fitted with suitable pumps and safety features.
• Delivery to be in bulk, in accordance with approved procedures, during specified hours, and in compliance with safety and environmental regulations.
• Provision of Material Data Sheets for Jet A1 fuel.
• Delivery capacity: maximum tanker size of 40,000 litres, with scheduled deliveries over a minimum of 5 days per order.
• Adherence to safety, health, and environmental standards, including spill management, waste disposal, noise control, and hazardous waste handling.
• Compliance with Occupational Health and Safety Act and related regulations, including submission of safety plans, incident reporting, signage, PPE, and site management.
• Provision of certificates such as insurance, performance security, and compliance with legal and regulatory requirements.

Skills and Competency Requirements

The tenderer must demonstrate:

• Proven experience in the supply and transportation of aviation fuel, with references to previous contracts.
• Technical competence in handling, storing, and transporting Jet A1 fuel, including compliance with relevant standards and safety protocols.
• Qualified personnel, including drivers with appropriate certification and tanker operators with relevant competencies.
• Capability to manage occupational health and safety, environmental management, and spill response procedures.
• Financial stability and capacity to meet contractual obligations, including insurance and performance guarantees.
• Compliance with legal, tax, and regulatory requirements, including SARS registration and tax compliance.
• Ability to provide necessary documentation such as Material Data Sheets, certificates of insurance, and proof of technical and safety standards.
