Objectives

The primary objective of this tender is to appoint a panel of qualified and experienced suppliers for the supply and delivery of key water and wastewater treatment chemicals, including Brown Hydrated Lime, Sodium Carbonate (Anhydrous), Liquid Sodium Hypochlorite, and HTH Stabilizing Tablets, over a period of thirty-six months. The aim is to ensure a consistent, reliable supply to support wastewater and water treatment processes across various treatment works managed by eThekwini Municipality.

Scope

The scope encompasses the supply, delivery, and off-loading of the specified chemicals to multiple treatment plants within the municipality, on an ad hoc basis, over 36 months. The chemicals include:

• Brown Hydrated Lime (Calcium Hydroxide)
• Sodium Carbonate - Anhydrous (Soda Ash Dense)
• Liquid Sodium Hypochlorite (for wastewater and water treatment)
• HTH Stabilizing Tablets

The quantities are estimated for planning purposes and are subject to actual water and wastewater treatment needs, technological, environmental, and operational considerations. Delivery must meet specified standards, including conformity to relevant SANS and SABS standards, and include necessary documentation such as Certificates of Analysis and Material Safety Data Sheets.

The contract includes provisions for testing, quality assurance, and the possibility of rejecting non-compliant deliveries. The successful suppliers may be appointed to provide multiple chemicals, with the municipality reserving the right to award to the highest-ranked tenders per chemical, and to appoint multiple suppliers to ensure competition and supply security.

Technical Requirements

• Supply and delivery in specified packaging (powder in powder form, liquids in 25L drums, tablets as per specifications).
• Compliance with relevant standards (e.g., SANS 824:2006 for Hydrated Lime, SANS 50897:2007 for Soda Ash, SANS 50901:2007 for Sodium Hypochlorite).
• Delivery within 5 working days of order receipt, between 08h00 and 15h00, with proper documentation including Certificates of Analysis.
• Transportation by certified Hazchem drivers, with vehicles in sound operational condition and equipped with safety equipment.
• Provision of Material Safety Data Sheets prior to delivery.
• Quarterly site visits for performance review and compliance checks.
• Adherence to health, safety, and environmental regulations, including Occupational Health and Safety Act compliance.
• Appointing multiple suppliers to ensure continuous supply and risk mitigation.

Skills and Capabilities Requirements

• Proven experience in supplying and delivering water treatment chemicals, supported by relevant references and experience records.
• Implementation of a quality management system, preferably ISO 9001 or equivalent, with supporting documentation.
• Ability to produce Certificates of Analysis and Material Safety Data Sheets for all supplied chemicals.
• Competence in handling hazardous chemicals, including certified Hazchem drivers and compliant transportation vehicles.
• Capacity to meet delivery deadlines and manage ad hoc orders efficiently.
• Demonstrated health, safety, and environmental compliance, including occupational health and safety standards.
• Financial stability and good standing with relevant authorities, including tax compliance and municipal fee payments.
• Ability to provide technical support, site visits, and performance reviews as required.
