Objectives

The primary objective of this tender is to supply and deliver carbon-based water treatment chemicals and media, as well as to install and maintain dosing systems for bulk water treatment plants operated by the City of Cape Town. The contract aims to ensure a sustainable, safe, and efficient supply of chemicals and equipment to meet water treatment standards over a period of 120 months.

Scope

The scope includes:

• Supply and delivery of various water treatment chemicals, media, and gases, including carbon dioxide (CO₂), powdered activated carbon (PAC), and granular activated carbon (GAC).
• Installation, commissioning, and maintenance of dosing systems at multiple water treatment plants across the city, categorized into different areas and types (e.g., bulk silo/microbulk, cylinders).
• Provision of technical proposals, samples, and certificates for chemicals and gases.
• Technical support, site visits, safety management, and training for city staff.
• Monitoring, inspection, and quality assurance of supplied chemicals and equipment.
• Management of supply chain logistics, including transportation, storage, and handling.

Technical Requirements

The technical requirements encompass:

• Compliance with relevant standards such as SABS, NSF/ANSI, and ISO 9001.
• Provision of detailed technical proposals, including assumptions, risks, and installation plans for external equipment.
• Samples and Certificates of Analysis for chemicals and gases, submitted within specified timeframes.
• Installation of bulk storage and microbulk systems, with detailed drawings and safety compliance.
• Operational and safety procedures, including pressure tests, leak detection, calibration, and emergency response plans.
• Provision of qualified technical leads, CVs, and supporting documentation.
• Adherence to occupational health and safety legislation and safety standards.
• Monitoring and reporting on chemical quality, safety, and environmental compliance.
