Objectives

The primary objective of this tender is to procure a supplier capable of providing and delivering Grade A Peas Coal to support the NHLS boiler operations over a period of five (5) years. The focus is on ensuring a consistent supply of high-quality coal that meets specified standards to optimize boiler efficiency and operational performance.

Scope

The scope encompasses the supply and delivery of Grade A Peas Coal to the NHLS campus for five years. The supplier must provide at least 15 tons of coal weekly, with deliveries accompanied by valid weighbridge certificates from approved SABS facilities. The contract includes annual testing and certification of coal quality by accredited laboratories, ensuring compliance with South African Bureau of Standards (SABS) specifications. The scope also covers transportation, insurance, and related incidental services necessary for continuous supply.

Technical Requirements

• The coal must be Grade A Peas, certified by an accredited laboratory, with minimum ash and moisture content to ensure boiler efficiency.
• Minimum weekly delivery quantity: 15 tons.
• All deliveries must be accompanied by a valid weighbridge certificate from an approved SABS weighbridge facility.
• Annual provision of coal quality/grade test certificates issued by SABS.
• The supplier must have reliable transportation capable of weekly delivery of 15 tons.
• The coal must comply with SABS standards and be suitable for boiler use.
• Provision of proof of calibration for weighbridge equipment (SANAS accredited).
• Insurance coverage of R6 million or more for transportation and delivery.
• Supply chain logistics must include proper packing, handling, and documentation as per contractual requirements.

Skills and Skills Requirements

• Proven experience in supplying and delivering coal or similar bulk materials over a sustained period.
• Ability to provide certified quality assurance documentation and laboratory test certificates.
• Strong logistics and transportation management capabilities to ensure timely weekly deliveries.
• Knowledge of South African standards (SABS) and compliance requirements for coal quality.
• Capability to manage and maintain calibration and certification of weighbridge equipment (SANAS accredited).
• Financial stability demonstrated through recent financial statements.
• Compliance with B-BBEE requirements and ability to provide relevant certification or sworn affidavits.
• Effective communication skills for coordination and reporting, including responding to queries and providing documentation.
• Ability to implement quality management systems, e.g., ISO 9001, to ensure consistent product quality.
