Objectives

The primary objective of this tender is to secure the supply and delivery of containerised LPG and industrial gases to the City of Cape Town for a contract period of 36 months. The aim is to ensure a reliable, safe, and compliant provision of gases for various municipal applications across Cape Town, including industrial, medical, and operational needs.

Scope

The scope encompasses:

• Supply, delivery, and off-loading of containerised LPG and various industrial gases (e.g., nitrogen, oxygen, acetylene, argon, helium, hydrogen, sulphur hexafluoride, carbon dioxide, etc.)
• Provision of gas cylinders and vessels, including rental, maintenance, and return of cylinders
• Supply of gases in specified sizes, grades, and packaging as detailed in the specifications
• Operational requirements such as communication, training, cylinder verification, and disposal of expired or contaminated gases
• Compliance with safety, environmental, and legal standards across all activities

Technical Requirements

The technical scope includes:

• Adherence to relevant standards such as SANS specifications, IEC standards, and international codes for gas quality, storage, and transport
• Provision of gas in specified cylinder sizes, grades, and packaging, with proof of compliance via test certificates and safety data sheets
• Delivery within 2-3 working days of purchase order receipt
• Proper labelling, handling, and transportation of gases, including hazardous goods compliance
• Provision of certificates such as pressure test certificates, safety data sheets, and proof of OEM accreditation
• Verification, maintenance, and safe disposal of cylinders and contaminated gases
• Operational procedures including communication, training, and reporting
• Establishment of distribution facilities within Cape Town, with proof of zoning and compliance

Skills and Skills Requirements

The tenderer must demonstrate:

• Technical competence in handling, storage, and transportation of industrial and LPG gases, including compliance with safety standards
• Experience in supplying gases to large municipal or industrial clients, with proven track record and OEM accreditation
• Qualified personnel for cylinder handling, safety management, and operational support
• Capability to provide training, safety data sheets, and operational documentation
• Ability to manage cylinder logistics, maintenance, and disposal processes effectively
• Financial stability and capacity to sustain supply over the contract period
• Compliance with legal, environmental, and occupational health and safety regulations
• Proven ability to establish and operate distribution facilities within Cape Town’s municipal boundaries
