Objectives

The primary objective of this tender is to supply and deliver medical oxygen to various city health facilities within the City of Cape Town for a contract period of 36 months, not exceeding June 30, 2030. The aim is to ensure a reliable supply of high-purity medical oxygen (minimum 99.5%) in cylinders of specified sizes, compliant with relevant standards and safety regulations, to support healthcare operations across multiple facilities.

Scope

The scope encompasses:

• Supply and delivery of medical oxygen in specified cylinder sizes (10.2kg, 4.6kg, 1.84kg, 0.94kg, 0.47kg) to designated facilities.
• Provision of rental cylinders and associated delivery services over the contract period.
• Transport, transfer, and proper handling of cylinders in compliance with Occupational Health and Safety standards.
• Vehicle inspection and adherence to SANS regulations for transporting medical oxygen.
• Provision of certificates, safety data sheets, licenses, and compliance reports for the supplied oxygen.
• Maintenance of traceability from manufacturer to end-user, including batch/lot numbers and delivery records.
• Provision of samples for testing, with specific purity and safety standards.

Technical Requirements

The technical specifications include:

• Oxygen cylinders must have a minimum purity of 99.5% and be clearly indicated on the certificate.
• Cylinders must be identified with SANS specifications, markings, and labels including volume, serial number, expiry date, and “Medical Oxygen”.
• Delivery within 48 hours of receipt of official purchase order, with replacement of faulty cylinders within 48 hours.
• Transport vehicles must display decals indicating oxygen hazard (UN number 1072) on each side and rear, visible from roadside.
• Delivery must comply with Occupational Health and Safety Act (OHSA) standards, including proper handling and transfer procedures.
• Supplier must provide proof of licenses, safety data sheets, and compliance reports.
• Vehicle inspection for compliance with SANS regulations will be part of the evaluation.

Skills and Skills-Related Requirements

The tenderer must demonstrate:

• Technical competence in handling and delivering medical oxygen, including proper cylinder handling, transportation, and safety protocols.
• Ability to supply oxygen cylinders that meet specified purity and safety standards, with valid certificates and documentation.
• Capacity to deliver within stipulated timeframes, with contingency plans for faulty or non-compliant cylinders.
• Experience in managing traceability and documentation for medical gases from manufacturer to end-user.
• Compliance with occupational health and safety regulations, including provision of safety data sheets and licenses.
• Ability to conduct vehicle inspections and ensure transport compliance with SANS standards.
• Capability to provide samples for testing and respond promptly to testing requests.
• Financial stability and compliance with tax and legal requirements, including SARS tax compliance and registration with relevant authorities.
