Objectives

The primary objective of this tender is to supply, calibrate, and provide end-user training for multigas detectors within the City of Cape Town. The detectors are essential for ensuring personnel safety in hazardous environments such as water and wastewater treatment facilities, pump stations, pipelines, and confined spaces. The aim is to enable early detection of toxic, flammable, or oxygen-deficient gases, thereby preventing accidents, ensuring regulatory compliance, and supporting operational resilience.

Scope

The scope includes:

• Provision of multigas detectors (e.g., GfG Microtector II G450, MSA Altair 4XR, Riken Keiki GX-3R or equivalent) with specified gas detection capabilities.
• Calibration of detectors according to ISO17025 or OEM standards, performed annually or as required.
• Verification of detectors every three months using SAN10378 standards, with certificates issued accordingly.
• Maintenance and repair services for detectors, ensuring continued operational reliability and compliance.
• Provision of comprehensive end-user training covering operation, maintenance, calibration, troubleshooting, safety, and compliance.
• Delivery to various water and wastewater depots, with all associated logistics and responsibilities.

Technical Requirements

The technical specifications for detectors include:

• Detection of combustible gases (LEL), oxygen (O₂), carbon monoxide (CO), hydrogen sulphide (H₂S), and other toxic gases as applicable.
• Operational features such as battery life (up to 24 hours or more), ingress protection (IP66/IP68), durability (drop resistance), and warranty (minimum 3 years).
• Calibration and verification must adhere to ISO17025 and SAN10378 standards, respectively, with certificates clearly indicating standards used.
• Use of OEM-approved parts and calibration equipment.
• Maintenance and repair services must follow OEM specifications, with detailed documentation and warranties.

Skills and Skills Requirements

The tenderer must demonstrate:

• Relevant experience in supplying, calibrating, and maintaining multigas detectors, with evidence of at least two years in the past ten.
• Qualified calibration technicians with a minimum of 3 years’ experience in multi-gas detector calibration and verification, supported by CVs and project references.
• Experienced trainers with at least 3 years’ experience in delivering end-user training on gas detectors, supported by CVs and training records.
• Proven ability to perform calibration, verification, maintenance, and repair according to international and OEM standards.
• Capability to provide comprehensive training, including operational, maintenance, troubleshooting, and safety procedures, with proof of previous training sessions conducted.
