Objectives

The primary objective of this tender is to supply, deliver, and install wireless networks across Bergrivier Municipality, ensuring comprehensive connectivity for specified municipal offices and sites. The project aims to establish a reliable, secure, and scalable wireless infrastructure that supports current and future municipal communication needs, with support and maintenance services throughout the contract period until 30 June 2028.

Scope

The scope includes:

• Provision of wireless network infrastructure at designated locations within the municipality, including offices, libraries, traffic departments, stores, and other sites.
• Installation, configuration, and commissioning of wireless equipment supporting secure and high-throughput connectivity.
• Provision of maintenance, support, and warranty services for a period of 24 months post-installation.
• Delivery of network topology diagrams, coverage maps, device inventories, and configuration backups.
• Training municipal ICT staff on system administration, troubleshooting, and basic configuration.
• Compliance with legal, cybersecurity, and regulatory standards, including ICASA licensing requirements.

Technical Requirements

The technical specifications include:

• Use of grade equipment supporting secure authentication (WPA2/WPA3), VLAN segregation, remote management, and minimum throughput of 50 Mbps with latency under 10ms.
• Support for encrypted tunnels (IPSec/SSL VPN), QoS prioritization, SNMP/API alerting, and 99% network availability.
• Equipment must support a minimum 3-year warranty and be compliant with ICASA principles and cybersecurity frameworks.
• Wireless links must operate securely and support remote management, with equipment supporting backup power (2-hour battery support).
• Installation of core network components at main buildings, including switches and routers, with specified equipment models (e.g., MikroTik routers and antennas).
• Provision of detailed documentation, including network topology, IP schemas, coverage maps, and device configurations.
• Testing, validation, and acceptance procedures to ensure signal strength, speed, and latency meet specified standards.

Skills Requirements

The successful bidder must demonstrate:

• Experience in deploying enterprise wireless solutions within public or government sectors.
• Technical expertise in configuring and managing secure wireless networks supporting high throughput and cybersecurity standards.
• Capability to provide ongoing support, maintenance, and troubleshooting for the wireless infrastructure.
• Ability to deliver comprehensive documentation, conduct user training, and ensure compliance with legal and regulatory frameworks.
• Knowledge of ICASA licensing procedures and adherence to cybersecurity principles.
