Objectives

The primary objective of this tender is to supply, deliver, and off-load aluminium sulphate solution for use in drinking water treatment and the maintenance of dosing equipment across specified Water Treatment Plants (WTPs). The solution must meet quality standards, ensure continuous water treatment, and support operational safety and efficiency.

Scope

The scope includes:

• Provision of aluminium sulphate solution to various WTPs (Blackheath, Brooklands, Constantia Nek, Kloof Nek, Steenbras, Wemmershoek, and ad hoc sites).
• Delivery, off-loading, and handling of the chemical in bulk or IBCs.
• Ad-hoc supply to other sites as required.
• Maintenance, inspection, calibration, and safety checks of dosing systems.
• Emergency response for leaks, spillages, and incidents.
• Provision of samples, testing, and compliance with chemical specifications.
• Adherence to safety, health, and environmental standards throughout delivery and operation.

Technical Requirements

The technical requirements include:

• Supply of aluminium sulphate solution conforming to SANS 50878:2023 standards, with aluminium content between 37-40 g/kg and density 1.4-1.6 g/cm³.
• Delivery of specified quantities, with minimum stock levels to prevent shortages.
• Provision of samples for laboratory testing at Scientific Services Branch, Athlone.
• Use of suitable vehicles for delivery, complying with access restrictions at each WTP.
• Implementation of maintenance, calibration, and safety inspection procedures for dosing equipment.
• Provision of safety notices, PPE, and emergency response capabilities.
• Compliance with ISO 9001 quality assurance standards and environmental regulations.
• Preparation of safety, health, and environmental management plans.
• Implementation of contract price adjustments based on indices and exchange rates.

Skills and Skills Requirements

The tender requires the following skills and expertise:

• Experience in supplying and delivering aluminium sulphate or similar water treatment chemicals, supported by reference letters and contract history.
• Technical competence in the maintenance, calibration, and inspection of dosing systems, with CVs and certifications of qualified personnel.
• Qualified maintenance team lead with relevant experience in chemical dosing equipment.
• Capability to handle logistics, including vehicle fleet management and adherence to access restrictions at treatment plants.
• Laboratory testing and quality assurance skills, including handling ISO 17025 accredited samples and certificates.
• Health and safety management expertise, including safety plans, PPE provision, and emergency response readiness.
• Knowledge of environmental compliance, waste disposal, and risk mitigation related to chemical handling.
• Ability to prepare and manage documentation, including safety data sheets, Certificates of Analysis, and quality control reports.
