Objectives

The primary objective of this tender is to secure a supplier capable of providing the supply, delivery, and off-loading of ferric sulphate solution and sulphuric acid for use in bulk water and wastewater treatment plants operated by the City of Cape Town. The aim is to ensure a reliable, safe, and compliant supply chain that supports the continuous operation of water treatment facilities, meeting legislated standards and operational requirements over a contract period of 36 months.

Scope

The scope encompasses:

• Provision of ferric sulphate solution and sulphuric acid in specified quantities for water and wastewater treatment plants.
• Delivery and off-loading at multiple designated treatment sites, including Faure, Voëlvlei, Constantia Nek, Kloof Nek, and others.
• Provision of samples, safety data sheets, and compliance documentation.
• Operational support including emergency response, hazard assessments, and safety training.
• Adherence to specified chemical and physical specifications, safety standards, and quality assurance protocols.
• Management of transportation logistics, including compliance with hazardous material regulations.

Technical Requirements

The technical scope includes:

• Supply of ferric sulphate solution meeting SANS 50890:2022 standards with specified chemical properties (e.g., Fe content, free acid content, impurity limits).
• Supply of sulphuric acid (concentrated and battery grade) meeting SANS 50899:2008 standards with specified physical and chemical parameters.
• Provision of samples within 5 working days of tender closure, with documentation from SANAS accredited laboratories.
• Delivery via road tankers equipped with onboard off-loading equipment, transfer pumps, and compatible hoses, with proof of compliance with Hazchem standards.
• Delivery within specified timeframes (preferably within 14 days of order receipt) and adherence to site-specific access and delivery constraints.
• Implementation of health, safety, and environmental management systems, including hazard assessments, safety training, and emergency response plans.
• Compliance with ISO 9001:2015 quality management standards, including documentation and record-keeping.
• Provision of certificates of analysis, safety data sheets, and proof of compliance with chemical specifications.

Skills and Capabilities Requirements

The tenderer must demonstrate:

• Relevant experience in supplying water treatment chemicals, particularly ferric sulphate and sulphuric acid, with supporting references.
• Technical competence in handling, transportation, and delivery of hazardous chemicals, including compliance with SANS 1518 and other legislations.
• Capacity to deliver specified quantities reliably and within agreed timeframes.
• Availability of suitable bulk carrier tankers with onboard off-loading equipment, certified for hazardous chemical transport.
• Ability to provide samples, safety data sheets, and documentation from SANAS-accredited laboratories.
• Proven safety management systems, including hazard assessments, safety training, emergency response capabilities, and safety notices at delivery sites.
• Experience in managing hazardous chemical logistics, including compliance with Hazchem standards and environmental safety protocols.
• Financial stability and compliance with tax and legal requirements, including SARS registration and tax clearance.
• Capacity to respond to operational emergencies, including rapid emergency deliveries and hazard assessments.
• Ability to maintain ISO 9001:2015 certification and provide necessary documentation for quality assurance audits.
