Objectives

The primary objective of this tender is to supply, deliver, install, and configure a Tower Steel Monitoring System over a thirty-six-month period. The system aims to detect and prevent theft activities on eThekwini Electricity’s towers through remote detection units linked to a central data monitoring system, ensuring real-time alerts and security response.

Scope

The scope includes:

• Provision of wireless remote theft detection units installed on high-voltage towers (275kV and 132kV).
• Installation of detection units at specified heights on towers, avoiding drilling of steel members.
• Supply of all necessary hardware, software, communication modules (e.g., SIM cards), and accessories for operation.
• Development and deployment of a central Data Monitoring System with multiple viewing stations.
• Operation, maintenance, and support of the entire system for the contract duration.
• Training of municipal personnel on system operation and troubleshooting.
• Field testing, sample submission, and performance validation of detection units.

Technical Requirements

The technical specifications include:

• Wireless, ICASA-approved theft detection units capable of sensing activities such as unbolting, cutting, and tampering.
• Integrated cameras with video capture and transmission capabilities, with alerts generated within 2 minutes of activity detection.
• Units equipped with GPS tracking, self-diagnostics, and remote configuration features.
• Enclosures must be UV-stabilized, corrosion-protected, and suitable for outdoor coastal conditions.
• Communication via GPRS/GSM or higher, with backup power sources (solar panels and batteries with minimum 3-year lifespan).
• Data monitoring system capable of receiving, displaying, and logging alerts, with color-coded priority indicators and geospatial mapping.
• System must support false alarm elimination, remote reprogramming, and integration with existing information systems (e.g., Oracle, MS SQL).
• Field units and system components must pass specified field tests, including theft simulation and tampering scenarios.

Skills Requirements

The tenderer must demonstrate:

• Experience in designing, implementing, and maintaining public infrastructure monitoring systems, especially steel tower theft detection.
• Proven track record with at least 7 relevant projects over the last 10 years, including high-voltage tower monitoring.
• Qualified key personnel, including System Engineers and Site Installation Supervisors, with relevant certifications and minimum years of experience.
• Capability to produce samples for field testing, with detailed technical documentation, drawings, and quality assurance procedures.
• Ability to provide comprehensive training, ongoing support, and system reprogramming services.
• Compliance with health, safety, and environmental standards, including a documented Safety Plan and environmental impact considerations.
