Tender Summary: Supply, Delivery, Installation and Off-loading of Firearm Safes

1. Objectives

The City of Cape Town (CCT) invites tenders from qualified suppliers to enter into a 36-month contract for the supply, delivery, installation, and off-loading of various types of firearm safes. The primary objective is to establish a reliable and compliant source for firearm storage solutions that meet stringent security standards (SANS 953-1) and legal requirements. The CCT intends to appoint two tenderers: a "Main Tenderer" (highest ranked) and an "Alternative Tenderer." Orders will be allocated on a "winner-takes-all" basis, with the Main Tenderer receiving first offer on all orders. The contract period is 36 months from the commencement date.

2. Scope of Services

The scope covers three main categories of work, each with specific pricing sections:

• Supply, Delivery, and Off-loading: Providing safes to CCT locations.
• Supply, Delivery, Off-load, and Installation: Complete service including installation of safes at designated sites.
• Installation Only: Installing safes supplied by the CCT.

The safes to be supplied and/or installed include:

• Type A1: Rifle Firearm Safe (1300mm H x 370mm W x 355mm D).
• Type B1: Wall-Mounted Key Firearms Safe (210mm H x 285mm W x 130mm D).
• Type B2: Long Weapon Firearms Safe (1450mm H x 400mm W x 370mm D).
• Type B3: Vehicle Handgun Safes and various Long Weapon Safes (6 different models) designed for installation in vehicles (sedans, SUVs, bakkies, etc.).

3. Technical Requirements

All safes must comply with SANS 953-1:2018 and the Firearms Control Act. Key technical specifications include:

• Material: Corrosion-resistant steel with a minimum wall thickness of 2.8mm and door thickness of 5.75mm.
• Locking Mechanism: 6-lever or 7-lever locks with three keys, depending on the safe type.
• Locking Bolts: Minimum of two or three bolts, each 20mm in diameter, spaced at specified intervals.
• Mounting: Pre-drilled holes for M10 anchor bolts, with all necessary hardware supplied.
• Identification: A legible, indelible plate with the manufacturer's name, trademark, and serial number.
• Installation: Must be performed by accredited installers, with a certificate of installation issued for each safe, confirming compliance with legal and technical standards.

4. Skills and Experience Requirements

Tenderers must demonstrate relevant experience and will be evaluated on functionality criteria (minimum qualifying score of 60 out of 100). The evaluation will assess:

• Industry Experience (10 points): Proven experience in the supply and/or installation of various safes (1-4 safes: 2 points; 5-9 safes: 5 points; 10+ safes: 10 points).
• Installation Experience (90 points): For three separate projects, tenderers must provide:
  • Criteria 1 (20 points each): Dated photographic evidence of B3 SABS-approved safe installations in vehicles, showing secure mounting, serial numbers, SABS labels, and post-installation condition.
  • Criteria 2 (10 points each): A reference letter from a client confirming satisfactory performance, quality of workmanship, and adherence to delivery times.

5. Key Contractual and Compliance Terms

• Evaluation: The 80/20 preference point system will be used (80 points for price, 20 points for specific goals like promoting Micro and Small Enterprises, Enterprise Supplier Development, and Skills Development).
• Mandatory Requirements: Tenderers must be registered on the CCT Supplier Database and the National Treasury Central Supplier Database (CSD). They must also submit various declarations (e.g., Conflict of Interest, Independent Bid Determination) and be tax compliant with SARS.
• Insurance: The successful supplier must maintain public liability insurance (minimum R20 million), motor vehicle liability insurance, and be registered with the Compensation Commissioner.
• Penalties: A penalty of 5% of the total order value per calendar day will be applied for delays beyond 7 calendar days from the specified delivery time.
• Warranty: A 6-month warranty is required from the date of delivery/installation.
