Objectives

The primary objective of this tender is to supply, deliver, install, test, commission, and maintain Access Control and Intruder Alert (ACIA) systems, including armed response services, for eThekwini Electricity’s strategic distributor substations over a thirty-six (36) month period. The system aims to enhance security, enable early detection of intrusions, and provide armed response capabilities at designated substations.

Scope

The scope of work includes:

• Design, manufacture, supply, delivery, installation, testing, and commissioning of ACIA systems at multiple substations with layouts detailed in annexures.
• Provision of steel substation doors (single, double, transformer, meter room doors) as per specifications.
• Loading, transporting, and disposal of existing doors where applicable.
• Maintenance and warranty of installed systems for the contract duration.
• Provision of security services and armed response at each substation.
• Provision of signage, system signage boards, and zone definitions.
• Provision of armed response, monitoring, and related security services, including standby teams and response times.
• Compliance with relevant standards, regulations, and environmental considerations.

Technical Requirements

The technical scope encompasses:

• ACIA system features including early detection sensors, tamper protection, sirens (>108 dB), and integrated management systems.
• Hardware components such as Central Processing Units (CPU), communication modules (GSM-based), detectors (PIR, tamper switches), sirens, power units with battery backup, smart keys, and monitoring modules.
• System functionalities including arming/disarming logic, false alarm detection, tamper protection, power failure handling, and communication with the Monitoring and Control Room (MCR).
• Installation specifications including enclosures, wiring, surge protection, environmental durability (IP65), and compliance with standards like SANS 2220, IEC 60664, and SANS 121.
• Design and siting of sensors/detectors based on substation layouts, with specific zones for intrusion detection.
• Provision of signage with specified dimensions, reflective vinyl, and multilingual text.
• Provision of armed response services with specified response times (<15 mins), security personnel standards, and equipment (uniforms, PSIRA registration).
• Maintenance, testing, and certification procedures, including end-to-end commissioning, system testing, and handover documentation.

Skills Requirements

The tenderer must demonstrate:

• Technical expertise in designing, installing, and maintaining ACIA security systems compliant with relevant standards and specifications.
• Experience with similar security system implementations, including references for at least three (3) completed projects of similar scope and complexity.
• Qualified personnel including project managers, technical managers, security system specialists, and trained installers with CVs attached.
• Proficiency in configuring and supporting GSM communication modules, tamper protection, and integrated management systems.
• Capability to provide ongoing maintenance, system support, and training for eThekwini Electricity staff.
• Accreditation with PSIRA for armed response and security monitoring services.
• Knowledge of environmental, safety, and legal standards applicable to electrical and security installations.
