Objectives

The primary objective of this tender is to procure consultancy services and oversee the reconstruction of the Bulrush Bridge and Kameeldoring Bridge as a turnkey project. The project aims to restore critical infrastructure damaged by heavy rains, ensuring community access and movement are re-established efficiently and effectively.

Scope

The scope of work includes:

• Design and topographical survey for preliminary and detailed bridge designs.
• Construction of the bridges, including foundations, abutments, wing walls, and associated structures.
• Implementation of erosion protection, pavement layers, guardrails, and road furniture.
• Accommodation of traffic during construction, including temporary deviations and signage.
• Site clearing, earthworks, excavation, and foundation works.
• Construction of prefabricated culverts, concrete linings, and related structures.
• Installation of steel reinforcement, formwork, and concrete works adhering to standards.
• Provision of health and safety measures, environmental management, and structured training.
• Project monitoring, supervision, testing, and compliance with standards such as SANS and COLTO.

Technical Requirements

The technical requirements encompass:

• Design standards compliant with SANS, COLTO, and relevant engineering guidelines.
• Use of qualified and registered bridge engineers (ECSA registered) for design sign-off.
• Implementation of construction works following the General Conditions of Contract (GCC 2015 3rd Edition) and PROCSA standards.
• Adherence to CIDB grading of 8CE or higher.
• Preparation of detailed project programmes with a maximum duration of 12 months.
• Provision of necessary permits, environmental assessments, and health & safety compliance.
• Use of quality materials, including gravel, concrete, reinforcement, and gabions, sourced from approved suppliers.
• Implementation of erosion control, earthworks, and structural concrete works as per specifications.

Skills Requirements

The bid evaluation emphasizes the following skills and experience:

• Design and Structural Engineering: Key bridge engineers with over 10 years of experience, registered with ECSA, capable of signing off bridge designs.
• Project Management: Project engineers with 2-10 years of experience, proficient in civil engineering project execution.
• Construction Management: Personnel with over 6 years of experience, including construction managers, site managers, and health & safety officers, all with relevant qualifications and LIC registration.
• Experience in Similar Projects: Proven track record of completing at least five (5) relevant projects, each with a minimum value of R10 million, supported by appointment letters and completion certificates.
• Financial Capacity: Submission of three years of audited or reviewed financial statements demonstrating sufficient capacity.
• Plant and Equipment: Certification of ownership or proof of hire for key construction equipment such as excavators, graders, and TLBs.
• Environmental and Safety Compliance: Demonstrated ability to adhere to occupational health and safety standards, including submission of environmental and safety plans.
• Additional Skills: Ability to manage traffic accommodation, site logistics, and environmental protection measures effectively.
