Objectives

The primary objective of this tender is to appoint one or more qualified service providers (maximum of two per line item) to supply and deliver substation padlocks to Rustenburg Local Municipality on an as-and-when-required basis over a period of three years. The aim is to ensure the municipality has reliable, standards-compliant padlocks for MV, LV, customer, engineering, and material use in substations.

Scope

The scope includes the supply and delivery of various padlock sizes (40mm, 45mm, and 50mm) that meet specified technical standards and requirements. The padlocks are intended for use in electrical substations and must adhere to the technical specifications outlined, including dimensions, materials, and security features. The contract covers procurement, delivery, and after-sales support for the duration of three years.

Technical Requirements

• System Particulars: 400/240V, 50Hz, 3-phase, solid neutral earthing.
• Service Conditions: Max temperature 40°C, altitude up to 1200m, severe lightning conditions.
• Standards: Equipment must comply with SANS standards.
• Padlock Specifications:
  • Minimum 40mm padlock with max height 38mm, width 40mm, thickness 20mm.
  • Shackle diameter 6mm, length 34mm, width 20mm.
  • Other sizes include 45mm and 50mm with respective dimensions.
• Materials: Padlock body made of minimum 2mm thick laminated steel with zinc plating, housed in rubber/plastic/nylon casing.
• Locking Mechanism: Dual stainless steel ball bearing, nickel-coated shackle springs, minimum three-pin tumbler cylinder with security pins and plates, phosphor bronze springs.
• Patents: Exclusive patent rights for keys and barrels for RLM, with no commercial or third-party duplication.

Skills Requirements

• Proven manufacturing capability of padlocks compliant with technical standards.
• Ability to supply certificates such as Eskom, SANS, BS, or IEC for the offered equipment.
• Experience in providing after-sales service and support for security locking equipment.
• Capability to produce custom patented locking systems exclusive to RLM if awarded the contract.
• Compliance with local content requirements, ensuring products are manufactured within South Africa unless no local manufacturer exists.
• Ability to supply samples if required and adhere to quality standards, with no substandard materials accepted.
