Objectives

The primary objective of this tender is to procure technical support and maintenance services for the Municipality's Intelligent Transport System (ITS) over a 36-month period. The services aim to ensure continuous, efficient operation of the ITS infrastructure, including traffic control, data management, and associated systems, through proactive support, repairs, system updates, and skills transfer.

Scope

The scope encompasses:

• Support and maintenance of the Municipality’s ITS components such as traffic signal controllers, traffic management databases, CCTV, VMS, VDS, incident detection, and communication systems.
• Support for integrated systems including ATC, SCOOT, FMS, APTMS, and other related traffic and public transport systems like Go! Durban.
• Preventative and corrective maintenance, hardware repairs, software updates, system diagnostics, and fault resolution.
• Provision of on-site and remote support, including hardware and software troubleshooting, system monitoring, and incident management.
• Skills transfer and documentation updates to ensure Municipality staff can operate and maintain systems effectively.
• Adherence to specified technical standards, safety, and occupational health requirements.

Technical Requirements

The technical scope includes:

• Support for traffic signal control systems (Siemens SCOOT, JSent, UTMC FEP, Delcan FMS).
• Maintenance of databases such as Traffic Volumes, Impact Accident Suite, and Traffic Signals.
• Support for ITS hardware including traffic controllers, VMS, VDS, CCTV, and communication equipment (fiber, GSM, GPRS).
• Expertise in software platforms including Java, MS SQL Server, VB.NET, C#, AutoCAD, and web technologies.
• Fault diagnosis, hardware replacement, system backups, and software modifications.
• Response times: high-priority faults within 4 hours during working hours; low-priority faults within 2 days.
• Compliance with occupational health and safety standards, including risk assessments, safety signage, and employee training.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in maintaining and supporting ITS infrastructure, including traffic control systems and databases.
• Technical expertise in hardware (traffic controllers, servers, networking equipment) and software (Java, SQL, VB.NET, C#).
• Experience with specific systems such as Siemens SCOOT, UTMC, Delcan FMS, and Go! Durban components.
• Ability to perform system diagnostics, hardware repairs, and software modifications.
• Qualified personnel with relevant certifications, including system engineers, technicians, and safety officers.
• Skills in documentation, training, and knowledge transfer to Municipality staff.
• Compliance with occupational health and safety regulations, including conducting risk assessments and safety training.
