Objectives

The primary objective of this tender is to enable the deployment, support, and maintenance of smart transportation technologies across Cape Town. This includes designing, supplying, implementing, and supporting a comprehensive technical infrastructure that enhances urban mobility, safety, security, and data-driven decision-making. The initiative aims to expand existing systems such as CCTV, access control, data centres, sensors, and communication networks, fostering integrated, intelligent transport solutions that improve citizen experience and operational efficiency.

Scope

The scope encompasses a wide range of technological solutions and infrastructure, including:

• Design, supply, installation, and support of smart transport systems such as CCTV, sensors, access control, and communication hardware.
• Development and integration of data analytics, dashboards, and central data warehouses for urban mobility data.
• Expansion and maintenance of existing security, surveillance, and security fortification systems at transport facilities.
• Provision of network infrastructure, including routers, switches, Wi-Fi access points, LoRa gateways, and servers.
• Implementation of backup power solutions, including UPS, generators, batteries, and solar systems.
• Deployment of software solutions for asset tracking, asset management, and operational monitoring.
• Support, maintenance, and emergency repair services for all hardware and software components.
• Development of custom software, APIs, dashboards, and data analytics tools.
• Adherence to existing IT architecture standards and integration with current systems.

Technical Requirements

The technical specifications include, but are not limited to:

• Compatibility with existing infrastructure such as Avigilon CCTV systems, SAP platforms, and network hardware.
• Deployment of high-resolution CCTV cameras with analytics capabilities (e.g., loitering alerts, ALPR processing).
• Installation of access control systems supporting biometric, RFID, contactless, and mobile device support, with integration into CCTV and alarm systems.
• Network hardware including routers, switches supporting PoE/PoE+, Wi-Fi 6/ax, LoRa gateways, and servers with virtualization capabilities.
• Data centre infrastructure supporting virtualization, hyperconvergence, and cloud integration (private/public/hybrid).
• Implementation of cybersecurity measures including next-generation firewalls, intrusion prevention, web application firewalls, and endpoint security.
• Deployment of sensors (environmental, fire, water level, gas, parking) with LoRaWAN communication and remote configuration.
• Backup power solutions including UPS, generators, batteries, and solar systems with specified capacities and redundancy.
• Support for software development, dashboards, data analytics, and integration APIs.
• Adherence to minimum standards for network bandwidth, hardware specifications, and security protocols.

Skills Requirements

The tender mandates a multidisciplinary team with the following key personnel and their qualifications:

• Project Manager: NQF Level 6/7 in Project Management, with 3-10+ years of relevant experience, capable of managing multiple projects and stakeholder engagement.
• Senior Technician: NQF Level 4/6 in ICT Infrastructure, with 3-5 years experience in ITS or related systems.
• Solutions Architect: NQF Level 7/8 in ICT or related discipline, with 5-10+ years experience in system design and integration.
• Engineering Professional: NQF Level 7+ in Engineering, with 8-12 years experience in infrastructure and systems engineering.
• Software Developers: NQF Level 6/7 in Programming or Computer Science, with 3-5+ years experience in software development, APIs, dashboards, and data analytics.
• Cybersecurity Professionals: NQF Level 6/7 in ICT Security, with 3-5+ years experience in network security, firewalls, and intrusion detection.
• Network Engineers: NQF Level 6/7 in Networking, with 3-5+ years experience in LAN/WAN, routing, switching, and wireless technologies.
• Data Analysts/Scientists: NQF Level 7+ in Data Science, Statistics, or related fields, with 3-5+ years experience in data analytics, machine learning, and dashboarding.
• Support & Maintenance Staff: Technical personnel with relevant certifications (e.g., CCNA, Fortinet NSE, SAP certifications) and 3-10+ years experience in hardware/software support, installation, and troubleshooting.

Additionally, personnel must possess SAQA-verifiable qualifications, relevant industry certifications, and experience in implementing similar smart city or transport projects. The team must be capable of replacing key personnel with similar or better qualifications during the contract, subject to approval.
