Objectives

The primary objective of this tender is to invite qualified bidders to participate in the reconstruction and stormwater drainage project in Meqheleng/Ficksburg, as part of the Setsoto Local Municipality's infrastructure development initiatives for the 2025-2026 period.

Scope

The scope of work includes the reconstruction of stormwater drainage systems in Ficksburg, specifically along Voortrekker Street, as detailed in the project description. The project encompasses all necessary technical and logistical activities required to complete the drainage and stormwater infrastructure improvements within the specified area and timeframe.

Technical Requirements

• Submission of valid Central Supplier Database (CSD) report not older than 1 month before bid closing.
• Provision of current account statements for water, electricity, and rates, not in arrears for more than three months, obtainable from any Local or Metropolitan Municipality.
• Completion and signing of all compulsory and supplementary forms in the bid documents, including MBD forms and Tax Clearance application (MBD 2).
• If applicable, submission of a Joint Venture agreement and power of attorney.
• Payment of a non-refundable fee of R1,000.00 for obtaining the tender document.
• Availability of a soft copy of the Bill of Quantities (BOQ) upon proof of payment.
• Compliance with the Municipal Supply Chain Management Policy and Preferential Procurement Policy Framework Act, including points allocation and functionality requirements.
• Certifications must be recent (not older than 6 months) and signed by a commissioner of oaths.

Skills and Qualification Requirements

• Bidder must be registered and compliant with the Central Supplier Database.
• Proof of BBBEE status or affidavit to qualify for specific goals points.
• All forms and documentation must be completed accurately and signed in full.
• Business operating from leased property must provide a valid lease agreement along with municipal account statements.
• Adherence to the bid submission deadline; late, telegraphic, or faxed bids will not be accepted.
• Verification of all submitted documents will be conducted; false or misleading information may lead to disqualification.
