Objectives

The primary objective of the tender is to appoint a panel of professional engineering service providers within the built environment to deliver a range of engineering services over a period of three years on an as-needed basis. The services aim to support the municipality's infrastructure development, maintenance, and project implementation, ensuring timely, efficient, and quality engineering solutions aligned with municipal needs and standards.

Scope

The scope encompasses a broad spectrum of engineering services including:

• Planning, preliminary and detailed design of projects within the built environment
• Preparation of tender documentation and specifications
• Tender evaluation and contractor appointment
• Construction supervision and monitoring
• Project management and administration
• Preparation of as-built drawings, completion reports, and close-out documentation
• Management of environmental and occupational health and safety requirements
• Provision of technical support for targeted procurement, environmental assessments, and stakeholder engagement
• Assistance with funding applications and master planning

The services are to be provided across various categories including water reticulation, sanitation, roads and stormwater, building structures, electrical services, and infrastructure, within the jurisdictional area of Newcastle Municipality.

Technical Requirements

The technical requirements include:

• Compliance with relevant national and international standards such as ISO 14001:2004, SANS 1200, CIDB standards, and Occupational Health and Safety Act (Act 85 of 1993)
• Provision of qualified professionals with registration with the Engineering Council of South Africa (ECSA) and relevant experience
• Demonstrated experience in planning, design, and implementation of projects in water, sanitation, roads, buildings, electrical services, and infrastructure
• Provision of quality management systems, including ISO 9001 certification or equivalent
• Implementation of quality assurance and control procedures
• Effective project programming and scheduling using approved software (e.g., Microsoft Project)
• Adherence to occupational health and safety regulations, including preparation of safety plans and compliance with construction regulations
• Provision of proof of insurance, including professional indemnity of R2 million
• Capacity for skills transfer and empowerment of local and emerging service providers

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Qualified and registered professional engineers, technologists, and technicians with relevant experience
• Proven track record in delivering similar projects within budget and timeframes
• Strong project management and coordination skills
• Ability to prepare comprehensive design, tender, and contract documentation
• Effective communication and stakeholder engagement skills
• Knowledge of environmental legislation, occupational health and safety standards, and quality management systems
• Capacity to transfer skills and empower local and emerging professionals and contractors
• Proficiency in project scheduling, monitoring, and reporting tools
• Demonstrated ability to work within municipal and regulatory frameworks
