THE MVULA TRUST INVITES TENDERS FOR CONSTRUCTION OF SANITATION FACILITIES AT SCHOOLS IN EASTERN CAPE
PROVINCE UNDER THE SAFE INITIATIVE (BID NO. TMT-DBE-25/26-SAFE6-ECCL2)
It is estimated that tenderers should have a cidb contractor grading of 5GB or higher.
Preferences are offered to tenderers who 5GB or Higher

Joint ventures are eligible to submit tenders provided that:
1.every member of the joint venture is registered with the CIDB,
2.collectively the contractors meet the requirements of joint venture arrangement as per the CIDB Regulation 25(6) TABLE 9 depicted
below, and

3.Additional requirements for JV
a)Contractor can only submit one tender per cluster as a joint venture partner or individual company, not both for the same cluster.
b)Please note that all JV parties’ CIDB registration should be valid on the day of evaluation as well as on the day of award.
c)JV agreements attached should indicate how the JV will operate and how the resource will be deployed, how each partner will
contribute financially and how disputes will be resolves between parties.
d)A separate Bank account in the name of the JV must be in place with both parties being signatories.
e)The JV lead partner should be fully involved on the projects and should deploy all necessary resources (financial, technical and
human resources). Failure for Lead partner to be involved in the project, TMT will consider termination of contract on grounds of false
representation.
f)Both JV partners/directors should attend all project meetings
g)Consolidated CSD registration for all partners.
h)SARS tax compliant pins for both JV partners must be in place.
i)COIDA/FEM for all JV partners must be valid.
j)a separate VAT registration for the JV must be in place.
k)Over and above the listed requirements the agreement must meet the CIDB JV agreement requirements.

The combined contractor grading designation calculated in accordance with TABLE 9 above is equal to or higher than a contractor
grading designation determined in accordance with the sum tendered for a 5 GB or higher class of construction work.
JVs not meeting any requirements in 1–3 above will not be considered further and will be disqualified.
Tenderers can only submit one tender per cluster as a joint venture partner or individual company, not both. No tenderer will be
awarded more than one tenders. Where the tenderer is successful in two or more tenders/clusters, the tenderer will only be awarded
one tender/cluster with the highest contractor value.
Please note that the contractor registration should be valid on the day of evaluation as well as on the day of award. TMT will verify
contractor registration during evaluation and award stages.
Tenderers that submit fraudulent registrations will be disqualified and a complaint will be lodged with the CIDB for investigation, inquiry
and sanctions. These tenderers will be prohibited from doing business with TMT in future.

Tender documents will be available on National Treasury e-tender portal for downloading and self-printing from 10:00am on Friday, 19
September 2025.
Tender closing date and time: Friday, 03 October 2025 @ 12:00pm. Completed tender documents must be submitted in sealed
envelopes and clearly marked as per Bid Number indicated above in the table for each specific cluster and must be deposited in a
tender box at 69 Devereux Avenue, Vincent, East London. Late submissions will not be considered.
